Org. Setting and ReportingThese positions are located in the United Nations Field Peacekeeping Operations, Special Political Missions, Service Centers and Offices as applicable. The Engineer is responsible for large and complex engineering projects, applying a full range of engineering theories and techniques in the design, construction, maintenance, repair and liquidation of major structures and facilities, and related engineering activities required for peace-keeping field missions. The Engineer at this level usually reports to the Chief of Section, Engineering or to the Chief Service Delivery depending on the size and structure of the mission. ResponsibilitiesWithin delegated authority, the Engineer will be responsible for the following duties and responsibilities: (These duties are not all inclusive nor are all duties carried out by all Engineers.) โ€ข Analyzes and advises on the planning, design, construction and maintenance of electrical, mechanical, water/sanitation and other civil engineering infrastructure for major systems and facilities such as camp infrastructure including building maintenance and construction, roads, bridges, airfield infrastructure, railways, docks, waste disposal systems, flood control systems, water and wastewater treatment facilities, and related structures and other engineering activities in the field needed for the logistics support of peace-keeping and other United Nations field missions. โ€ข Provides general engineering policy guidance, technical support and specialist advice on the complex, multi-faceted civilian and military engineering support activities, such as vertical and horizontal construction projects; buildings and camp management activities; technical services including maintenance, repair and rehabilitation programmes; engineering contracts such as specialized support services; and the acquisition of engineering related equipment goods and related assets. โ€ข Evaluates, reviews and revises project documents and technical proposals for construction services, electro, mechanical and water/sanitation, and other engineering goods/services, and conducts pre-award inspections and other project management activities. โ€ข Recommends solutions to unusual engineering problems. โ€ข Conducts technical studies on engineering topics, developing guidelines for the general planning and maintenance of programs and facilities. โ€ข Calculates stresses and strain affecting proposed structures, taking into account such factors as estimated load, water pressure, wind resistance, soil characteristics, temperature fluctuations and nature of building materials to be used. โ€ข Keeps abreast, through relevant engineering literature, of significant trends and the development of improved methods and equipment. โ€ข Leads efforts of team studying critical problems relating to design or construction of systems and facilities. Makes recommendations for resolution of problems in specialized areas. โ€ข Participates in mission planning, nominates as technical adviser to committees or international meetings. โ€ข Supports the Environmental Section's Working Groups related to energy, water and waste water management, and solid waste management. โ€ข Performs other related duties as required. Results Expected: Provides expert analysis of problems and advises on design and construction, leading to timely completion of projects in accordance with specifications and quality standards; significantly contributes to the training and preparation of engineering staff to meet future needs of the organization and mission. A first-level university degree (Bachelor's degree or equivalent) in the specified fields of study with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of seven (7) years of progressively responsible experience with facilities and infrastructure, or similar, in the areas of planning, designing and supervising engineering-related construction/commissioning/renovation projects (including for large design construction projects and facilities maintenance programs), and managing routine and non-routine maintenance and repairs is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.
