Summary:

WRI intends to award a consultant based in Peru an 8-month fixed price contract to assist WRI with in-country coordination, stakeholder identification, and event management as part of our ongoing Just Transitions work.

Program Overview:

Transitioning to low-carbon and net-zero economic development pathway will benefit the society, economy, and the environment. However, in the near term, decarbonization efforts can present significant challenges for those countries and communities which primarily depend on fossil fuels and other carbon-intensive sectors. Like other nations, Peru is grappling with the need to reduce greenhouse gas emissions and mitigate climate change while ensuring the transition does not exacerbate existing inequalities. For the next round of NDC updates in 2025, the Government of Peru has identified the need to incorporate Just Transition considerations in more detail. To achieve this, WRI collaborates closely with Peruโ€™s Ministry of Environment and the High-Level Commission on Climate Change to help these government entities incorporate Just Transition considerations in the upcoming NDC update. Likewise, WRI is working with other ministries and national agencies, indirectly engaging grassroots organisations, trade unions, civil society, and academia to further the understanding of the impacts of climate change and climate actions on society and the economy in Peru.

Scope of Work and Deliverables/Outputs:

WRI is looking for an Engagement Consultant based in Perรบ to support the engagement piece of the work on Just Transition in the country. The consultant will support WRI efforts by:

- Identify key stakeholders in the country working on Just Transitions issues.

- Organize peer exchange events, workshop(s), and/or webinar(s).

- Explore the possibility of conducting training workshops to build Peruvian women's capacity to advocate for just transition policies and initiatives.

- Help identify mass communication (including online) platforms to disseminate project results in order to reach target stakeholders for just transition efforts in Peru.

- Document and disseminate the outcomes of peer exchange events through reports and online resources to raise awareness about the intersection of gender and transitions among the public, policymakers and stakeholders.

- Represent WRI in in-person meetings and share project progress

Deliverables

Operational

  • Workplan and schedule: Workplan and schedule of activities to be carried out during the consultancy, agreed upon and approved by the anchor manager.
  • Activities report: Document summarising all activities carried out by the consultant during the contract.
  • Donor reporting: Support the elaboration of donor reports detailing activities conducted by the WRI team during the project term.

    Engagement with Peruvian Government and relevant stakeholders in the country

    • Stakeholder mapping: Identifying key stakeholders (Peruvian Ministry of Environment, other government agencies, subnational governments, local organisations, universities, among others) in the country working on Just Transitions issues. Identify stakeholders to participate in the International Community of Practice & the National Dialogue with Peruvian Women
    • Establishing communication channels: Establish regular communication channels with identified stakeholders and facilitate collaboration and project implementation
    • Represent WRI in in-person meetings and share project progress

      Building an International Community of Practice on Just Transitions for Peru

      • Knowledge exchange sessions: Organise at least 3 knowledge sharing sessions per region (Peru - Latin America, Peru - Africa, & Peru - Asia). Prepare the session agenda and guest list, and identify topics to be shared and other activities necessary for each session.
      • Document report: Document the primary outcomes and learning from the Just Transition Community of Practice sessions coherently and organised. The document report will be considered for WRIโ€™s research work and presented to the national government for updating the NDC.

        National dialogue for Peruvian Women to take part in the Just Transition

        • National Dialogue for Peruvian Women: Organise at least one event with women from the National Government, Trade Unions, Academia, local governments, grass-root organisations, NGOs, among others, to discuss the intersection between climate change and gender and how to develop a Just Transition framework with gender Perspective.
        • Document report: Document the primary outcomes and learning from the sessions with Peruvian women coherently and organised. The document report will be considered for WRIโ€™s research work and presented to the national government for updating the NDC.

          Outreach

          • Outreach: Identify relevant events, workshops, webinars and other outreach activities where WRI can participate to position Just Transition as a key topic in the Peruvian climate agenda.
          • Engagement report: Document the primary outcomes and learning from the events and engagement activities that WRI participate in regarding this project.
          • WRI Insight Blog on Just Transition in Perรบ: Co-author and publish at least one WRI Insight blog raising awareness about the intersection of gender and just transitions among the public, policymakers, and stakeholders.

            Consultant Qualifications:

            • Completed a bachelorโ€™s degree in social or natural sciences, communications, or related areas.
            • Atleast 5 years of full-time work experience in; communications, climate change, sustainable development, just transitions, gender and social equity and/or public policy in Peru.
            • Verbal and written proficiency in English and Spanish.
            • Experience in multi-stakeholder initiatives and relations management with government officials, international and grassroots organizations, and local communities.
            • An understanding of the regional dynamics, context and agenda of indigenous stakeholders.
            • Experience facilitating discussions and organizing convenings, events (virtual and in-person), and others on topics related to climate change and just transition.
            • Excellent writing, editing, and communication skills, evidenced through past roles and deliverables.

              Evaluation and Selection:

              The following elements will be the primary considerations in evaluating all applications submitted in response to this posting:

              • The extent to which the applicantโ€™s proposal fulfills WRIโ€™s stated requirements as set out in this posting
              • Demonstrated expertise and experience with similar projects
              • Overall cost of the applicantโ€™s proposal
              • Sustainability โ€“ WRI values sustainability and all other factors being equal, will favor a proposal to more sustainably perform the work.
              • Debarment and sanctions โ€“ WRI will not consider proposals from consultants that are presently debarred by the U.S. government or named on any restricted parties lists;

                The consultant offering the best overall value will be selected. For this position, price and non-price aspects are considered to be of approximately equal importance.
