Purpose of Activity/Assignment:

The purpose of the assignment is to support the Ministry of Education (MoE) in the scale up of the education management information system (EMIS). The main role of the consultant will be to work in close collaboration with the Ministry of Education EMIS team, the international consultant and IT firm to implement a data system to collect education data across all schools in Libya. The consultant will support the MoE to conduct an assessment of the current EMIS environment, contribute to the development of an EMIS policy and provide ongoing, continuous capacity building on EMIS at school, municipality and MoE level.

The assignment builds on the results of the EMIS pilot which was conducted by the MoE in April โ€“ June 2022 and which highlighted several gaps in terms of capacity of human resources as well as the general policy environment supporting the EMIS processes. The preparation for the scale up of the EMIS system is expected to take place between November 2022 and March 2023, with the aim of conducting school-based data collection between April and June 2023.

Under the overall guidance of an international EMIS expert, the national consultant is expected to provide daily support to MoE EMIS staff in all the EMIS development phases, with a particular focus on data analysis. The consultant is also expected to lead the coordination with MoE in organizing workshops and other logistics related to the EMIS project. In addition, the consultant will travel regularly with the Ministry of Education staff to visit municipalities to conduct coaching and training sessions and monitor the implementation of the system.

Scope of Work:

The work related to EMIS is divided into four phases:

Phase 1 โ€“ Rapid Data Quality Assessment based on the pilot project conducted by the Ministry of Education in 2022.This includes:
(i) Legal and institutional framework and arrangements
(ii) EMIS data collection tools and software
(iii) Human capacity gap
(iv) Quality of data collected during the EMIS pilot
(v) Other data systems within IDC and interoperability with EMIS
(vi) Recommendations.
Timeline: October- December 2022

Phase 2 โ€“ Preparation of EMIS scale up
(i) Development of an implementation plan for the scale up of EMIS to be endorsed by relevant stakeholders, including planning department. This includes assessment of local IT companies to scale up data collection, improvements to the current system, capacity building training
Timeline: January 2023 onwards

Phase 3 โ€“ Capacity building on EMIS process and use of education data for national and global reporting including SGD indicators.
This includes:
(i) Trainings to IDC staff (introduction to education indicators, education data management and EMIS; data collection and data cleaning; structure of a statistical report; data visualization for the statistical report, etc.).
(ii) Trainings at school and municipality level with the staff involved in data collection, cleaning and validation.
Timeline: Ongoing from December 2022 to September 2023 based on emergent needs

Phase 4 - EMIS policy development.
This includes:
(i) Roles and responsibilities
(ii) EMIS process and data flow from school to national level
(iii) Data verification, validation and results endorsement
Timeline: January-September 2023. Roles and responsibilities on data cleaning and validation to be conducted before data collection.

To qualify as an advocate for every child you will haveโ€ฆย 

A Bachelor's Degree of Education, Social Science, Public Policy, Business Administration with a quantitative specialization, Data Analysis or Statistics. Minimum of 3 years relevant experience in working on monitoring and evaluation with non-government organization, public or private sector. Minimum of 3 years of experience working on data analysis (Masterโ€™s degree can be considered an alternative to work experience). Demonstrated training skills are considered an advantage. Specialization in education data is considered an advantage. Fluency in English and Arabic is required.ย

Individuals engaged under a consultancy or individual contract will not be considered โ€œstaff membersโ€ under the Staff Regulations and Rules of the United Nations and UNICEFโ€™s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.ย 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.ย
