ContextSince the onset of the full-scale war in Ukraine in February 2022, the country has undergone profound political, social, and economic changes. The conflict has significantly impacted governance structures, disrupted essential services, and placed immense pressure on local and national institutions. Despite the ongoing challenges, the Ukrainian government continues to function and coordinate with international partners to uphold the rule of law, sustain critical infrastructure, and protect its citizens. The situation remains fluid, with persistent security threats and complex regional dynamics, particularly in the eastern and southern regions of the country. The war has resulted in one of the largest humanitarian crises in Europe in recent history, with millions displaced and in need of urgent assistance. Children and families face heightened risks, including displacement, trauma, loss of access to education and healthcare, and increased vulnerability to exploitation. As the country plans for recovery in parallel with emergency response, the need for coordinated communication and accurate, timely information has grown significantly. UNICEF plays a vital role in supporting the humanitarian response and recovery, making the position of an Information Management Specialist critical for ensuring transparency, accountability, and effective communication with stakeholders. Starting January 2025, UCO entered the implementation phase of its new Country Programme, which places a strong emphasis on integrating humanitarian action, recovery, and humanitarian-development nexus approaches. In this context, the Information Management Specialist will work closely with the FO Planning and Monitoring (PM) Officer to ensure timely data collection from the implementing partners and the visual products development that will support evidence-based decision-making, strategic planning, monitoring, and reporting. The incumbent will be responsible for coordinating timely IP reporting of the programmatic data via 5w, dashboards and maps development, and providing support to FO PM Officer in improving data quality, consistency, and interoperability across sectors; and supporting the effective use of information products for internal decision-making, donor reporting, and coordination with partners and clusters. The role will contribute to enhancing analytical capacity within the office and ensuring that programme implementation and prioritization are informed by accurate, up-to-date, and actionable data.

Task DescriptionUnder the direct supervision of the FO Planning and Monitoring Officer, the UNV is expected to undertake the following responsibilities: 1. Information management systems and data analysis. โ€ข Ensure full management of the field office Area of Responsibility (AoR) 5W database, including coordination of regular data submissions by implementing partners, data consolidation, validation, cleaning, and analysis, in line with agreed standards and timelines. โ€ข Contribute to humanitarian performance monitoring (HPM) by ensuring the availability of accurate, timely, and disaggregated data to inform programme planning, prioritization, and decision-making. โ€ข Support the use of 5W and related datasets for programme planning, monitoring, and reporting across development and emergency interventions. 2. Data visualization, and support to reports production โ€ข Produce dashboards, infographics, and maps to enable better use of information by team members and partners through the development and dissemination of high-quality information products, including dashboards, infographics and maps. โ€ข Support FO PM Officer in mapping and reporting of development, humanitarian, and emergency programmes to strengthen coordination, coverage analysis, and gap identification. โ€ข Maintain organized records of datasets, dashboards, reports, and assessments to ensure easy access, institutional memory, and use of lessons learned. โ€ข Regular screening, analysis and summary preparation of the locally produced evidence by the local authorities and other emergency & development actors. 3. Capacity building and partner support โ€ข Support capacity building of partners on information management, including data collection methodologies, data quality assurance, analysis, visualization, and dissemination of information products. โ€ข Promote common standards and good practices in information management across partners to improve interoperability, comparability, and use of data for decision-making. Other responsibilities โ€ข Perform any other related duties, within reason and as required, to support the effective implementation of the Country Programme and achievement of the objectives of this assignment.

Living conditions and remarksAs it is a national UN Volunteer's assignment, the UN volunteer shall organize his/her accommodation by themselves. Entitlements of National UN Volunteer Specialist >> USD 1690 The contract lasts for the period indicated in the vacancy, with the possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. This is a full-time contract. Allowances: โ€ข Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1690 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as โ€œEโ€. โ€ข USD 400 entry lump sum, one-time payment. Medical and life insurance: โ€ข Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV-provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. โ€ข Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: โ€ข Annual leave: UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. โ€ข Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period. โ€ข Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. โ€ข Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
