The Shelter Advisor will work as part of CARE Humanitarian Response Team to support CARE Internationalโ€™s emergency shelter programming worldwide and ensure good disaster preparedness, high-quality project proposals and implementation as well as high-quality monitoring and evaluation of shelter projects.

The role is primarily focused on supporting CAREโ€™s country offices for needs assessments, strategic and detailed technical advice, project design, proposal development, establishment and implementation of projects and monitoring and evaluation of programmes.

Additionally, the role will support development of CAREโ€™s shelter policies and practices, knowledge management within CARE and learning and dissemination of learning between CAREโ€™s various parts.

The role will also contribute to fundraising for specific programmes and supporting CAREโ€™s technical expertise and capacity in emergency shelter, as well as building the capacity of CARE and its members and offices.

RESPONSIBILITIES:

Ensuring that CARE offices receive effective technical assistance in the sector during emergency response: support country offices as they scale up their shelter capacity as the situation requires for emergency assessments & response start-ups; deploy to country offices to establish & lead their shelter responses; lead the shelter component of assessments; develop & disseminate strategic & operational planning for shelter responses; conduct skills & capacity development activities for country offices; represent CARE in coordination meetings (UN Cluster System, donors, Govt. etc). Developing sectoral policies, strategies, best practices and guidelines for CAREโ€™s global work in the sector: develop & provide training in sectoral standards, systems, procedures, tools & agreed upon sector best practice approaches for emergency preparedness, disaster risk reduction & emergency response; support &/or lead good quality evaluations of CAREโ€™s work in the sector. Representing CARE International at the global level in the external emergency sector community: represent CARE in relevant emergency sector forums coordinating as appropriate with CI members and CEG; represent CARE in meetings with key partners including other NGOs, UN agencies, donors, private companies, academic and professional institutions. Contributing to CARE Internationalโ€™s overall humanitarian policy, advocacy, strategy and media relations efforts: develop and disseminate technical and policy papers; perform advocacy in order to improve the impact of shelter programs; represent CARE at events and other fundraising, campaigning and profile-raising events.

QUALIFICATIONS:

A relevant combination of experience and qualifications in the built environment field. Ability to design and manage appropriate emergency shelter and reconstruction programmes. High level of writing, communication and representation skills in English. Able to perform design, monitoring and evaluation with particular respect to gender and protection issues. Basic information management skills. Relates with others in a constructive and thoughtful way, especially remotely as part of a team. Willing to reflect, learn and improve performance of self and the wider team/organization. Effectively manages time and resources to ensure that work is completed efficiently. Manages by making the connection between values and performance, with excellent training, coaching and mentoring skills.
