About this position
The Fiscal Management Division (IFD/FMM) is looking for a professional in economics or public policy with experience in fiscal institutions, fiscal rules, financial planning, budgeting, debt analysis, expenditure reforms, public policy, and strategic policy communication. As an economist consultant, you will support IFD/FMM in assessing the macroeconomic, fiscal, and social impacts of fiscal policies and subsidy reduction reforms.
The Institutions for Development department (IFD) team is responsible for conceptualizing, preparing, supporting execution, and supervising Bank operations related to governance, public sector strengthening and reform, economic and fiscal issues, and capital market, financial institutions, and competitiveness development at the national, regional and local levels. As an IFD Division, IFD/FMM supports the governments of LAC to strengthen fiscal policy and management to promote economic growth and reduce inequality and poverty.
What youโll do
The consultant main responsibilities include:
- Assisting in the development of discussion papers on fiscal sustainability policies, including subsidy reduction reforms to support the green transition in LAC countries.
- Developing and implementing analytical and forecasting models, as well as data collection, to support mainstreaming climate change into fiscal policies and management in LAC.
- Assessing public expenditures, public investment management, and green and sustainable public procurement for climate action.
- Conducting debt sustainability and efficiency analyses of public expenditures for LAC countries, aiming to provide recommendations to strengthen public financial management.
- Developing methodologies to integrate climate action into fiscal strategic planning and policy.
- Supporting the development of indicators to assess countries' progress in monitoring public expenditures caused by climate change, public investment in decarbonization and resilience, and climate finance flows.
- Supporting the strengthening of fiscal institutions in LAC and evaluating the implementation of fiscal rules with green components.
- Assisting in developing inputs, information, and databases for both projects and papers under the responsibility of IFD/FMM, as requested by the TL.
- Assisting in the organization of knowledge dissemination events (seminars, webinars, forums, among others) to share project results with client governments.
- Supporting the involvement of the IFD/FMM Division in all other initiatives within the IDB, and with other countries and international organizations, to nurture relationships and strengthen the body of knowledge and the state of the art in public financial management.
What you'll need
- Education: Masterโs University degree or equivalent in economics, finance, public policy, or international development.
- Experience: At least 8 years of professional experience in macroeconomics and fiscal policy issues, fiscal institutions, fiscal rules and financial planning, budgeting, debt analysis, expenditure reforms, public policy and strategic policy communication; experienced knowledge of debt sustainability analysis, efficiency analysis of public expenditures, and expenditure reforms. Knowledge of project appraisal and risk management, including scenario analysis, and experience in designing and elaborating medium-term frameworks it is a plus.

Requirements
- Citizenship: You are a citizen of one of our 48-member countries.
- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
