INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE:

Under the direct supervision of the Emergency Manager and coordination with the Economic recovery coordinator, the Economic Recovery specialist will have the responsibility of ensuring overall technical support and coordination of effective intervention in the country. A strong emphasis will be put on the development of Economic recovery, and Livelihood guidelines and manuals to implement economic recovery interventions in high-quality and resilient work. He/she will provide capacity building and sectorial technical support to DRC technical teams (managers and officers) in the field and to Area Managers in order to support the designing and delivery of effective and high-quality economic recovery, cash and livelihood programming.

Main Responsibilities:

Provide technical support in the planning, implementation, monitoring, and evaluation of all DRC Economic recovery interventions

Conduct feasibility assessment, design, develop and implement innovative and appropriate economic recovery interventions in DRC project implementation areas; Work closely with Area Managers and Economic recovery team to provide technical support on Economic recovery project proposal development that is appropriate for the needs of target communities with value for money and sustainability elements; Support the economic recovery team in developing DIP, PMT, Procurement plans and budgets for livelihood implementation with timeframes and activities; Review and provide inputs to periodic reports to make sure quality reports are produced; Develop beneficiary identification guidelines and manuals to a variety of livelihood opportunities by establishing and maintaining partnerships with various organizations, the private sector, and institutions and linkage to protection. Take a lead in monitoring and following up on planned livelihood activities; Undertake frequent supportive monitoring missions to all program areas, engage with all key actors in the area and develop reports to ensure achievements, best practices, and lessons are documented for future project consumption or adaptation of current projects; Support effective response programs in livelihood, cash, and recovery, with an emphasis on cross-sectoral program responses and strategy, in collaboration with the country technical and Area program teams; Ensure that DRC livelihood, Cash, and economic recovery program meets overall program quality and learning in accordance with DRC country, regional as well as global standards, and best practices across DRC Ethiopia; Ensure high-quality and timely market, and livelihood assessments are conducted and documented to provide and prioritized recommendations for program interventions to the country program; Design appropriate tools based on needs identified in the field, developing innovative approach, troubleshooting issues arising in areas, compiling lessons learned and promoting best practices across sites; Provide technical support on cash or voucher programming design and implementation, market strengthening, and internal collaboration among operational and programmatic stakeholders involved in cash/voucher programming to the country program; Support in developing technical proposals and budgets for donors, work in close collaboration with economic recovery coordinator, DRC grants and finance staff to finalize proposals and respond to any requests for additional information; Select and implement appropriate monitoring systems; ensure consistent reporting and analysis of results to enhance program effectiveness and quality in collaboration with the country Monitoring, Evaluation and Learning (MEAL) personnel; Ensure conflict-sensitivity and protection principles are mainstreamed throughout the program strategy and implementation, including land dispute issues, safety and dignity, and gender dynamics;

Capacity building

Identify the knowledge, skill, and technical gaps of DRC staff and prepare a training plan to build the capacity of DRC Livelihoods/Cash staff, in coordination with DRC Area Managers; Ensure the roll out of the agreed training plan in all sites including preparation of materials and training reports; Build DRC staff capacity in the utilization of livelihoods, cash, and economic recovery methodologies and resources; Responsible for the mentoring, capacity building, and training of Livelihood Managers and officers based on technical needs identified amongst the staff;

Coordination and representation

Builds and maintains effective relationships among the team members, partners and stakeholders Support the development of learning and community impact monitoring alongside DRCโ€™s MEAL teams, gathering data and feedback from communities Ensure that DRC maintains excellent and productive relations with key stakeholders, community members, local authorities, partners and donors; Any other duties as requested by the line manager

Experience and technical competencies: (include years of experience)

Professional technical experience evidencing and demonstrating the ability to deliver against the above-mentioned responsibilities:

Masters/Bachelorโ€™s degree with relevant, progressive experience in Agronomy, Agroeconomics, Economics, international development, Agribusiness, Business Management, marketing, livelihoods, or related technical field; Experience in Agriculture/Livestock, value chains, market analysis, cash-based interventions and humanitarian operations (mainly from the food security perspective), food security, and livelihoods; At least 3 years of experience in livelihoods, economic recovery, and cash assistance in fragile states, and conflict environments; Excellent understanding of cash, food security, and livelihoods technical concepts and experience conducting detailed market, and livelihood needs assessments; Demonstrate ability to work across functions and sectors to design and implement high-quality market-based programming, and in-depth knowledge of supply chain and financial management and controls of cash and/or voucher programs; Demonstrate ability to communicate technical expertise and standards and implement best practice approaches to implementing rapid, consistent, high quality emergency projects as well as protracted displacement situations; Experience with conflict related displacement issues and working in security-sensitive environments and enforcement of team security protocols is an asset;

EDUCATION: (include certificates, licenses, etc.)

Masters/Bachelorโ€™s degree with relevant, progressive experience in Agronomy, Agroeconomics, Economics, international development, Agribusiness, Business Management, marketing, livelihoods, or related technical field;

LANGUAGE: (indicate fluency level)

Full professional proficiency in English.
