Result of ServiceThe aim of the consultancy is the development and presentation of a UNCT Resource Mobilisation and Partnership Strategy and development of a related action plan to operationalise the strategy. The document should be produced based on interviews and desk research. The interviews should be conducted with respective UN Organisations, major donors (to be provided) of the UN System in Montenegro, the Government, and International Financial Institutions and international organisations in Montenegro. The Office of the Resident Coordinator will support with the scheduling of interviews. The desk research should entail analysis of current and previous (3-5 years trend) financing landscape in Montenegro and financing patterns of the UN System in Montenegro. This entails analysis of: (i) The public finance and SDG-related expenditures, as well as the financing and expenditures of the funds and fund-like state programmes (Eco Fund, Tehnopolis, Fund for Innovations, Fund for Talents, programmes of the Ministry of Economy, Agriculture, and similar), (ii) The Official Development Assistance policy of the major global donors and current financing patterns of the major donors in Montenegro, with the focus on the European Union, (iii) The remittances and foreign direct investments (FDIs) as the source of international private financing, (iv) The financing flows in the private and financial sector in Montenegro (v) Identify the existing funding gaps for implementing the Cooperation Framework, with the focus on equity agenda and the most disadvantaged (vi) Identify additional sources of funding that the agencies have not yet been able to tap into. Work LocationHome based / Montenegro Expected duration2 months Duties and ResponsibilitiesThe consultant should prepare a Resource Mobilisation and Partnership Strategy for the UNCT. The Strategy should be based on an analysis of the current financial landscape and of the respective funds the United Nations are eligible to access. It should identify the existing funding gaps and propose potential sources of financing for the UN Agencies and their respective programmes under the Cooperation Framework. The Strategy should explore opportunities for innovative partnerships and resources in line with but also beyond the Montenegro SDG Acceleration Fund, as a pooled funding mechanism for implementing the SDCF, and findings in the SDG Financing policy brief.. The Resource Mobilisation and Partnership Consultant will work closely with the Office of the Resident Coordinator and other UN Organisations, Government of Montenegro, and international development partners. Qualifications/special skillsUniversity degree in in relevant a subject, including economics, law, social sciences, international development or related fields is required. Experience: • At least 6 years of practical experience in development related issues and analysis is required. • Specialized experience and/or methodological/technical knowledge, including data collection and analytical skills, particularly in the following areas: understanding of financial flows and data, donor landscape in Montenegro, Western Balkans, European Union, and globally (vertical and thematic fund, philanthropies, and similar) is desirable. • General knowledge of the UN system and UN common country programming processes, including the preparation of country analysis, 2030 Agenda on Sustainable Development and Sustainable Development Goals is required; • Familiarity with regional and national programmatic agenda, Common Country Analysis, UN Sustainable Development Cooperation Framework 2023-2027 is an asset; • Experience of working in Montenegro/Western Balkans is desirable.
