Organizational Setting

The Resource Mobilization Division (PSR) leads and coordinates the mobilization of voluntary contributions in support of the Organizationโ€™s strategic priorities. PSR manages FAOโ€™s relations with resource partners, strategically matching partnersโ€™ interests to those of the Organization, and supports the negotiation of agreements. It mounts marketing analysis and campaigns around global development opportunities to decentralized and headquarters offices. PSR also oversees global programme and project reporting to resource partners. It strives to assure the highest quality of development results, through providing project cycle oversight and support and policy design for operational modalities and outsourcing. PSR assures the financial and contractual compliance of agreements negotiated and signed with resource partners in close coordination with FAO's legal, procurement, and financial services, as well as decentralized and headquarters offices.


In addition, this roster may be used by the relevant units in PSR, such as the Multi-partner Initiatives and Flexible Funds Unit on Flexible Voluntary Contribution (FVC). FVC is one of FAOโ€™s main programmatic instruments for channelling and managing less earmarked pooled, voluntary contributions to strengthen its strategic priorities. This unit collaborates closely with the European and Global Partners Units. ย In this regard, selected tasks listed below and additional tasks may apply, on a case-by-case basis, customized to the role of Flexible Funds Programme Specialist, supervised by the Head of Unit, Multi-partner Initiatives and Flexible Funds.


Reporting Lines

The consultant will work under the overall supervision of the concerned Head of Unit (European Partners Unit/Global Partners Unit) and the direct supervision of the relevant Team Leader.ย 


Technical Focusย 

The consultant will provide support to partner liaison, resource mobilization, grant management, FAO and partner compliance of voluntary contributions within FAOโ€™s Strategic Framework and in line with FAOโ€™s Rules and Regulations. In doing this, the consultant will contribute to the achievement of the Unitโ€™s goals in line with the Unitโ€™s annual workplan.


Tasks and responsibilities

The consultant will be responsible for negotiation of funding agreements, resource partnership liaison and resource mobilization with resource partnersโ€™ countries or entities within an assigned portfolio which will be defined depending on the background of the Consultant. In particular, the Consultant will:ย 

โ€ข ย  ย Build, develop, and maintain strong relationships with key resource partnersโ€™ representatives from the assigned portfolio, ensuring that their contributions and concerns are valued and acknowledged.
โ€ข ย  ย Provide insights from resource partners including but not limited to feedback that can inform future resource mobilization efforts strategic insights and initiatives.
โ€ข ย  ย Seek new sources of funding and advocate for multi-year, unearmarked and flexible funding to appropriate FAO funding modalities, such as FVC, multidonor projects and umbrella programmes.
โ€ข ย  ย Advocate for the establishment of framework agreements, standard template funding agreements or other tools with the aim of facilitating the contracting process and timeline.
โ€ข ย  ย Prepare and negotiate funding agreements and related agreements in full compliance with the policies, procedures, rules and regulations of FAO, including FAO Financial Rules and Regulations and in consultation with relevant FAO units.
โ€ข ย  ย Assure, in close coordination with relevant FAO services, the consistent interpretation of financial, contractual and administrative obligations towards partners in compliance with both FAO rules and procedures and donorsโ€™ rules and regulations.
โ€ข ย  ย Take on the Funding Liaison Officer function and take part in the Project Task Force for the assigned resource partners, funding modalities and projects.
โ€ข ย  ย Liaise or assisting in liaising with resource partners, technical units and decentralized offices to analyse concept notes for FAO and partner compliance, provide support for approval of project proposals, negotiation, clearance and signature of funding agreement as well as trouble-shooting advice related to voluntary contributions.
โ€ข ย  ย Review and clear project progress reports before submission to resource partners.
โ€ข ย  ย Organize, facilitate and participate in informal and formal meetings with resource partners.
โ€ข ย  ย Analyse intelligence, funding data and trends and prepare briefs, presentations, biodata and speaking points on resource partners, working closely with the Marketing Unit (donor analytics team to support resource mobilization efforts).
โ€ข ย  ย Maintain and update donor records, tracking interactions, feedback, and preferences.ย 
โ€ข ย  ย Contribute to the preparation of training materials and capacity development sessions.
โ€ข ย  ย Provide advice concerning thematic and geographic resource partner priorities.
โ€ข ย  ย Identify, map and share with relevant offices new funding opportunities with resource partners.
โ€ข ย  ย The consultant may be requested to provide support and/or handle portfolio(s) of other colleagues in the Unit when such need arises.

Minimum Requirements

โ€ข ย  ย Master's degree in law business and administration, political science, international development, development economics, or other relevant fields. A Bachelor's degree and 2 years of relevant experience may be considered equivalent.
โ€ข ย  ย At least one year for Consultants Category C, at least five years for Consultants Category B and at least 10 years for Consultants Category A of relevant experience in grant negotiation or partnership management.
โ€ข ย  ย Working knowledge (level C) in written and spoken English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian. ย

Technical/Functional Skills

Selection Criteria

โ€ข ย  ย Strong interpersonal skills to relate with a wide range of internal and external stakeholders.
โ€ข ย  ย Previous experience in contract/agreement negotiations and compliance procedures.
โ€ข ย  ย Previous experience in resource mobilization, bilateral and multilateral cooperation, including IFIs, will be an asset.
โ€ข ย  ย Previous experience with innovative finance, blending mechanisms and investment guarantees will be an asset.ย 
โ€ข ย  ย Familiarity with FAO areas of work (agricultural development, food security, nutrition, climate change, etc.) will be an asset.
โ€ข ย  ย Demonstrated capacity to work under time pressure and prioritize tasks.
