Do you want to build a career that is truly worthwhile? The Office of the Compliance Advisor Ombudsman (CAO) is looking for two Conflict Resolution Specialists to join its Dispute Resolution Team from Headquarters, West Africa or Southeast Asia.
The CAOโs mandate is to assist the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA)โthe private sector lending and insurance arms of the World Bank Groupโto address complaints from people affected by business activities in a manner that is fair, objective, and constructive and to enhance the E&S outcomes of activities in which these institutions play a role. A major focus of CAO is to facilitate access to remedy for project-affected people.
CAOโs Dispute Resolution Function resolves issues raised by complainants about the environmental and/or social impacts of IFC and/or MIGA financed investments.ย The dispute resolution process is a neutral, collaborative, problem-solving approach with the goal of contributing to improved outcomes on the ground.ย For more information visit www.cao-ombudsman.org.
MIGA promotes cross-border investment in developing countries by providing guarantees (political risk insurance and credit enhancement) to investors and lenders.
The role:
Working under the direction of the Head of Dispute Resolution, in this role, you will manage complex conflicts to facilitate the resolution of concerns related to environmental and social impacts through conflict resolution and mediation processes, in accordance with the IFC/MIGA Independent Accountability Mechanism (CAO) Policy.
Duties & Responsibilities:ย โขย Assess the viability of dispute resolution as a means for achieving remedy for project-affected people.ย The assessment process involves researching and assessing the context and subtleties of requests; mapping stakeholders key to the successful resolution of the conflicts, and identifying the main issues to be addressed, specific dynamics and trends, including risks of threats and reprisals.โขย Provide conflict management, facilitation and resolution strategy to cases and advice to CAOโs Dispute Resolution team and consultants to manage and resolve complaints.ย โขย Monitor the implementation of agreements reached by the parties as a result of a dispute resolution process.โขย Work collaboratively with IFC/MIGA staff, community groups, NGOs, government officials and the private sector while maintaining the independence and integrity of CAO to facilitate remedy for project affected people.ย โขย Provide context-specific guidance to mediators, interpreters, and facilitators from CAOโs roster of experts prior to initiation of formal conflict resolution processes.โขย Manage communications related to cases including report writingโขย Manage case budgets, selection and appointment of local mediators, interpreters and other consultants required for case managementโขย Promote the development of culturally sensitive and context specific approaches to problem-solving and dispute resolution.โขย Contribute to create or deliver knowledge products, methodologies, and trigger knowledge activities across the team to support the adoption of new approaches and best practices.โขย Demonstrate excellent project management skills to ensure effective and timely management of cases.
Selection Criteria
โขย Advanced degree (Masterโs or equivalent experience) in a relevant field, such as conflict management, law, social sciences, environment, or psychologyโขย Minimum of 7-10 years of Mediation/conflict management/dialogue facilitation experience required. Experience managing Environmental and Social issues if desirable.โขย Fluency in English and proficiency in other languages.โขย Experience mediating complex, multi-stakeholder disputes, preferably in development workโขย Experience working in a developing country context. Experience in mediation in West Africa and Southeast Asia is preferred.โขย Strong culturally sensitive communication and interpersonal skills. Ability to work effectively in a multicultural environmentโขย Strong project management and other organizational skillsโขย Research and Data analysis skillsโขย Experience in managing human and financial resourcesโขย Problem solver and results oriented.โขย Ability to work independently and take initiative, while seeking guidance, when necessary, from senior team members.
