POSITION ANNOUNCEMENT: Effective with the release of this position announcement, Winrock is seeking a Director of Finance and Administration for an anticipated Counter Trafficking in Persons (CTIP) project in the Sahel region. The anticipated five-year CTIP Activity will employ a regional approach to C-TIP that will undertake relevant in-country and cross-border interventions in Gambia, Burkina Faso, Guinea-Bissau, Mauritania, and Chad. The position is contingent upon receipt of donor funding. POSITION SUMMARY: The Director of Finance and Administration ensures the effective financial and administrative functions of the project follow Winrock and USAID rules and regulations. This includes managing financial, tax, and human resources administration, as well as managing procurement and logistics processes in alignment with project requirements and standard operating procedures for regional and in-country activities. The Director of Finance and Administration will be responsible for managing and coordinating project operations across the Sahel region while supervising the projectโs procurement, finance, grant, and administrative staff in the regions and the specific countries of operation as applicable. The Director of Finance and Administration will coordinate and work closely with Winrock home office to respond to requests regarding operations, procurement, grants/subcontracts, security, and compliance matters. The position will report to the Chief of Party and be based in Dakar, Senegal. This position is not eligible for expatriate benefits and follows a Senegal salary scale. The position is contingent upon receipt of donor funding. ESSENTIAL RESPONSIBILITIES: Responsibilities include, but are not limited to the following: Manage the accounting, finance and administrative components of the project in-country and in the region, including the various petty cash funds and project office finance, accounting and administrative activities; Train and supervise local operations, administrative, grants, human resources (HR), and finance staff in operational procedures and monitor work to ensure compliance with USAID rules and regulations and Winrock procedures as laid out in the Winrock project manuals; Oversee operations personnel performance in close communication with the COP; Oversee operations of the projectโs office ensuring timeliness, compliance, and cost principles in the procurement of goods and services; Assist in formulating and implementing office policies and practices in line with Winrock policies and laws of the project countries; Support the development and updating of the project Grants Manual and oversee grantmaking operations including any required capacity building for sub-grantees; Develop purchase order contracts with proper quotations, selection memos in place, and background checks through Lexis Nexis as laid out in Winrockโs Finance, HR, Procurement and Security Manuals; Prepare consultant agreements, performing due diligence in checking salary information, education credentials, and background checks per Winrockโs consultant guidance; Review and approve payments prior to obtaining the COPโs approval. Ensure all supporting documentation is in place and contractual requirements are met before proceeding with payments; Monitor contracts to ensure consultants, subcontractors, or local vendors (as appropriate) are working within their Level or Effort and Period of Performance. Monitor contractual compliance to ensure services and/or goods are delivered within deadlines; Ensure financial reporting is in accordance with donor contractual requirements; Supervise the daily financial operations of contracts including: cash management (disbursements, and log), banking issues, and payment procedures ensuring compliance with the Winrock Field Office Finance Manual. Communicates with the Winrock accountant to resolve any questions as needed; Oversee monthly financial reporting and liaise with Winrock Home Office and Winrock Regional Office to resolve any questions; Ensure project finances and operations adhere to relevant Bangladeshi laws, including oversight and filing of necessary taxes; Advise project staff on financial health of the project through the provision of regular and timely financial expenditure reports; Maintain financial controls and procedures for the management of funds and sub awards/contracts; Produce budget projections and reports for submission to donor; Lead the preparation of the Field Office Voucher (FOV) ensuring all vouchers and supporting documentation is clear, and approvals are attached. Prior to submission to the Home Office Accountant, ensure Quickbooks is clearly labeled, and expenses charged to the proper project accounting charge-codes as instructed by the Home office accountant. Work closely with the technical team to monitor financial obligations to ensure budget availability and allocability; Work with the Home Office in close communication with the COP to prepare accurate budget burn-rate projections and monitor expenditures using the projectโs budget tracker; Supervise the management of project office assets and furniture ensuring the administrative staff follows the Winrock property manual procedures such as tracking, inventory management, release forms, and labeling of all property; Supervise and coordinate project security for the projectโs office with Home Office, Director of Security and COP; ensure office and project security is enforced; Ensure all program events are properly coordinated and all approvals in place before proceeding; Lead annual reporting to NGO Affairs Bureaus for registration and ensure compliance with local laws Supervise project staff and consultants working on finance and administration for the project; Monitor partnersโ management of funds, financial reporting, advances, reimbursements and cross check source documents; Travel as required to project sites/offices. Other duties as assigned. QUALIFICATIONS AND BACKGROUND: Education: Bachelorโs degree in business administration, finance, accounting, public administration, or related field. Masterโs degree in relevant field preferred. Demonstrated focus or supplemental training in grants management preferred. Qualifications: 10 years of experience of which a minimum of 5 years must be direct USAID project management experience. Experience successfully managing payroll and tax administration according to ECOWAS laws and regulations Minimum 3 years previous experience managing teams and building the capacity of junior staff. Extensive knowledge of USAID regulations and policies (including 2 CFR 200 and 2 CFR 2900). Experience with grants programs. Strong knowledge of financial management and reporting and procurement processes. Proficiency with MS Word and Excel; Experience with Quickbooks desired. Strong analytical and computer skills, especially with accounting software, spreadsheets and financial analysis; Prior experience with contingency planning. Strong organization and prioritization skills, interpersonal skills, and attention to detail. English and French verbal and written fluency required.
