With support from USAID, PSI/Liberia is implementing Countywide Sanitation Activity in Liberia. PSI seeks a Director of Administration and Finance (DAF) to lead the financial and administrative management of activities under a 5-year USAID-funded sanitation project in Liberia. The project implements a comprehensive county-wide approach for sustainably ending open defecation and increasing access to basic sanitation through 1) Improving sanitation governance, 2) Promoting the adoption of safe sanitation behaviors, 3) Strengthening sanitation markets, and 4) Increasing access to financing for sanitation.

PSI seeks a DAF that will provide strategic leadership and oversight while maintaining sound PSI accounting systems and compliance with global finance policies and procedures and USAID rules and regulations. The DAF will lead on financial reporting, technical support on budget development and management, audits, legal requirements, supply chain management, operational management and administration, sub-award management, human resource management, and operations.

Salary Range:
$83,000 - $104,000

The annual base salary range reflected above is in USD and is set ONLY for international assignee candidates.* The hiring range reflects the minimum to the midpoint of the jobโ€™s salary range. The full salary range for this position goes up to a maximum of $125,000, but hiring above the hiring salary range would not be typical in order to allow for potential future salary growth. Actual base salary compensation will be determined by factors such as a candidateโ€™s qualifications, experience, internal equity, external market analysis, and other business factors permitted by law. Maintain sound financial policies/procedures, systems, and practices for effective management on procurement and disbursement. Account for all financial resources to keep in compliance with PSI Global accounting policies, funder requirements and local law where required. Work closely with the Finance Managers to prepare submission of monthly financial packages to PSI/W and to ensure complete, accurate and timely recording and reporting of transactions. Coordinate with Programs to achieve objectives for donor reporting. 30% of Time Ensure finance operations, IT, procurement, warehouse, Subaward and fleet management activities are delivered efficiently. Establish and support suitable accounting, asset management and general administrative systems and personnel. Ensure adherence to PSI Global Responsibilities Matrix Conduct review the quality of business operations systems and activities and provide support, where necessary. Ensure oversight and quarterly supervisory visits to field offices / warehouse to review the quality of business operations systems and activities and provide support, where necessary. 25% of Time Work closely with Finance team to prepare submission of monthly financial packages to PSI/Washington and to ensure complete, accurate and timely recording and reporting of transactions. Coordinate with Programs and co-lead monthly review and analysis of financial reports and reconciliations with attention to how resources can be better allocated to achieve program objectives, Budgeting, Financial Analysis, Modifications and Activity realignments and Donor compliance. Validate monthly common cost analysis and update cost ratios to ensure compliance with PSIโ€™s global policy. 25% of Time Coordinate monthly reporting process from sub-awardees and joint programmatic and financial reports reviews, ensuring that costs are in line with the progress on delivery and implementation and that budget variances explanations are provided. 10% of TimeSupport preparation and successful conclusion of internal and external auditing activities including annual donor audit reporting; Successful implementation of Audit recommendations. Engage any legal issues confronting the organization and minimize risk. What are we looking for?

Bachelor's Degree (or international equivalent) in Finance, Business Administration, Accounting or a related field, or a professional qualification in accounting (e.g., CPA/ ACCA or equivalent). Preference is given to a Chartered accountant/CPA equivalent. At least 10 years of related work experience in finance/accounting positions in a country office or headquarters environment. Equivalent combination of relevant education and experience may be substituted. A minimum of five years of experience in managing an annual budget of USD 6 million and above, preferably for a USAID funded project.Demonstrated understanding of USAID and other major donorsโ€™ policies and procedures, including administrative, reporting, and management policies.At least 3 years of supervisory experience. Working knowledge of ERP systems such as QBE or Lawson. Strong computer skills, experience with Microsoft Office, QuickBooks Enterprise, and other accounting/ERP software; expert Excel user. Excellent diplomatic, oral/written skills and presentation abilities.Professional proficiency in English.Familiarity with donor funding regulations (i.e., USAID, Global Fund, DfID) and foreign country statutory requirements.Strong preference for a citizen of Liberia
