The Delivering Innovation in Self-Care (DISC) project is a multi-country initiative funded by the Childrenโs Investment Fund Foundation (CIFF), with co-funding from the Gates Foundation. DISC works with Ministries of Health and partners in countries including Nigeria, Uganda, Malawi, Zambia, Mozambique, Pakistan, Ethiopia, DRC, and Kenya to expand womenโs access to self-care sexual and reproductive health (SRH) methods, particularly DMPA-SC self-injection, through demand generation, provider training, and health system strengthening.
Reliable demand and supply planning is critical to DISCโs success, ensuring that women can access their chosen method without interruption. DISC has made meaningful progress in improving supply visibility and linking supply to real demand across administrative levels in its current and planned countries.
PSI seeks a Technical Project Advisor (TAI) to lead DISCโs efforts to ensure that demand forecasts drive better supply decisions and that teams can respond quickly to emerging supply risks. It will involve integrating timely data from multiple sources, improving visibility at all levels, and enabling proactive, data-driven decisions that work across diverse country contexts and systems.
This role will strengthen end-to-end supply chain visibility, planning, and coordination across the projects footprint. Combining strategic leadership in demand forecasting with operational oversight of supply planning, the Advisor will support internal and external capacity building efforts, and work with DISC Country Leads, Implementing Partners, and Ministries of Health to ensure that national and subnational supply decisions are timely, accurate, and based on robust data. This role will report to the DISC Deputy Project Director.
 
What You'll Do
Contribute to the development and implementation of the project's technical supply and demand planning activities and strategy, overseeing specific project deliverables to ensure they are completed on time and in accordance with PSI quality standards. Integrate analysis of historical service data and consumption patterns, with DISC and partners future plans, to produce demand forecasts to inform planning at both project and national levels.Work with country teams to embed demand forecasts into routine requisitions and quantifications at subnational level.Develop models and tools to identify and flag emerging supply-demand mismatches.Work with country teams and multiple data sets to track supply levels at national, subnational, and facility levels.Regularly assess demand-supply alignment and recommend course corrections.Develop tools for tracking DISC supply management interventions.Support and track quantifications and requisitions for supply planning.Design and manage regular supply review processes.Coordinate the use of dashboards and analytics during planning meetings and technical working groups.Support and capacity build DISC country leads and implementing partners to use the data to inform decisions both at project and national/subnational level.Support the development of data transformation pipelines and cleaning processes to standardize inputs from multiple, inconsistent LMIS and Excel-based tools.Triangulate secondary (VAN, LMIS, HMIS) and primary data (e.g., from FP coordinators) to ensure a complete and current picture of supply realities.Support the development, maintenance, and scale-up of demand and supply dashboards that visualize shipment plans, stock levels, projected consumption, and other key indicators.Coordinate integration of multiple data sources, including LMIS, pipeline data, warehouse reports, and primary data from local coordinators.Liaise with national and subnational stakeholders to validate assumptions and co-develop planning tools and dashboard use cases.Provide technical support and training to enhance local use of dashboards and planning outputs in supply decisions.Contribute to regular reporting on DISC Demand & Supply activities, including documenting key learnings and guidelines, timely preparation and submission of project technical reports for management and donors' decision-making process, synthesizing lessons learnt documentation and dissemination of best practices.Contribute to development of project technical Demand & Supply management guidance. Provide technical assistance and/or training to build capacity for project staff, partners, and stakeholders to effectively manage Demand & Supply planning and deliver the desired project results.Undertake regular field monitoring of technical Demand & Supply activities to ascertain progress and utilization of resources against the workplan and make timely recommendations for follow-up. Salary Ranges:*
PSI is committed to pay equity and transparency. We ensure pay meets the market within each country. This approach minimizes our impact on local talent markets and allows PSI to attract and retain employees, while staying cost-competitive.
Actual base salary compensation will be determined by factors such as a candidateโs qualifications, experience, internal equity, external market analysis, and other business factors permitted by law. Hiring above the mid-point of the range below would not be typical in order to allow for potential future salary growth.
Please note that those hired outside of the US will be employed through the local PSI office. Pay and benefits may be commensurate with the role and practices of the local office, including payment in local currency. Details will be provided during interview process.
