Your Challenge

As Director International Programmes you are responsible and accountable for leading, managing, monitoring and supporting the implementation of War Child’s programmes around the globe. You do this in collaboration with our Director of Research and Development, translating and implementing the evidence from our Research & Development Department into our Programme Strategy. Furthermore, as Director International Programmes you are a thought leader for and actively work towards War Child’s goal to develop a Scaling Strategy. To achieve this you lead and facilitate the programming team and create a structure that enables us to achieve our scaling ambitions, best summarized as the networked expert organisation.

In order to full fill this role, Director International Programmes is leading and managing:

  • War Child’s Regional Representatives (currently in the Middle East and Africa, eventually also in Latin America)

  • War Child’s global programme Directors for Can’t Wait to Learn, Team Up and Fast Aid

  • Our International Programme Department Managers (Programme Quality (PQ) and Programme Partnerships and Grants (2PG))

  • Our Strategic Advisor International Programmes and Security Officer

  • The development of our War Child International partner network.

As Director International Programmes you are a member of the International Management Team and you report to the Managing Director. In addition to the accountability for War Child’s global programme development in collaboration with the Director of R&D, you are accountable for leading programme implementation including programme quality, partnerships- and grants development and grants management. And, most importantly, as Director International Programmes you develop a working environment where teams are committed and happy to operate in a secure, safe environment. You encourage all involved to actively contribute to relevant processes and motivate them to work in high performing and continuously developing teams.

Your responsibilities

· Represent War Child in external programme related networks, INGO coordinating structures, etc., and lead in bringing ideas, best practice, etc. from the external environment into War Child

· Ensure that our programme operations are well aligned with our Care System Approach, Research and Development Agenda and vice versa

· Know and understand the needs of beneficiaries’ and strategic needs and share them with R&D, contributing to shaping our R&D agenda

· Ensure that both innovation and scaling processes in War Child are well understood and facilitated, in both horizontal as vertical way

· Ensure close collaboration and cooperation between all involved in programs with the colleagues in Shared Operations (Finance, IT, HR), Fundraising, Communications and Governance and Organisational Development

· Ensure that both internal and external policies are understood and complied with and standards are met or exceeded

· Pro-actively contribute to the development of War Child’s strategic vision and continuous development of interventions addressing the needs of children affected by conflict

· Understand and support our systemic approach and actively engage in and promote our Theory of Change and Theory of Scale

· Strengthen War Child’s global reputation in the sector and ensure that War Child’s brand becomes a convening power, a go-to source of expertise and guidance for programming for children affected by conflict that others in the sector will actively seek

· Lead the development of global level strategic programme partnerships with relevant INGOs, institutions, social enterprises, etc. and guide regions to do the same at the regional and country level.

Your profile

· University degree or equivalent relevant experience in general (NGO) Management, Development studies or related fields

· Solid and progressive international career with a minimum of 15 years in programme management in the development sector

· Multi-country, multi-region experiences in leadership roles (minimum of 7 years overseas) in agencies active in humanitarian contexts (regional and or head office environment)

· Demonstrated strategic and creative leadership, management and coordination of skills preferably gained in a network setting or in different organizations and/or sectors internationally

· A high-level capacity and demonstrated experience/skill in setting vision, developing strategy within the programme area, and the ability to implement global, regional and country strategies in humanitarian organisations

· Experience of designing and managing the delivery of major organizational change programmes

· A proven track record of innovation in programming, funding, building alliances and consortia with a range of other actors

· Experience with programming for children (Protection, Education and Mental Health/Psychosocial Support) and commitment to child-centred development programmes

· Experience with evidence based programming and developing a strong MEAL function within an INGO

· Experience within, or building and maintaining relationships with large donors

· Ability to represent and present humanitarian programmes, internally and externally using recognizable leadership and communication/advocacy skills

· Experience in negotiating with government, multi-lateral and non-government agencies

· Fluent in English and ideally some of the War Child country languages (Dutch, French, Spanish and/or Arabic)

· Ready to travel regularly, incl. to War Child’s countries

· EU national or eligible to live and work in EU.

War Child is evolving from a predominantly Dutch, if not Amsterdam, driven context towards an international and multi-cultural group of organisations in Europe, the Middle East, East Africa, Latin America and Asia with distributed multi locational leadership teams. As a diversity balance in War Child leadership remains a challenge, it would be helpful and beneficial if the ideal candidate can contribute to this balance from a both practical experience as well as personal perspective.

This job is based in Amsterdam, but excellent candidates based in other War Child locations will also be seriously considered as long as extensive travel and presence in Amsterdam is acceptable to the candidate.

Our offer

· Salary indication is max. €90,000 gross annual incl. vacation allowance, based on 40 hours per week

· A contributory pension scheme where all pension contributions are paid by War Child

· 26 vacation days (based on 40 hours per week), plus 2 additional free days
