JOB SUMMARY

Reporting to the Executive Director of Global Advocacy, the Director of Health Equity and Rights (HER) Advocacy is responsible for providing strategic vision, leadership, and execution of CARE Internationalโ€™s HER strategic advocacy efforts. The successful candidate is responsible for defining CARE confederation-wide advocacy goals, priorities, strategies, and execution plans for HER advocacy. They will articulate the vision, provide strategic leadership to CARE member partners and country offices executing CAREโ€™s HER advocacy strategy in their contexts, and maximize synergies between advocacy at the local, national, and global levels. The Director will steer CAREโ€™s local to global advocacy efforts - working closely with Regional Advocacy Advisors and country office advocacy leads - who will inform this work.

The Directorโ€™s work draws from technical expertise, experience, and learning across CAREโ€™s health programs, as well as analysis of global trends, research, data and action. The position includes external relations and fundraising to achieve goals. The Director is responsible for achieving policy goals for CAREโ€™s HER advocacy with critical global actors, influential multi-stakeholder partnerships, strategic advocacy relationships, and coalitions, including the World Health Organization, the Global Financing Facility, and the Pandemic Preparedness Fund, among others.

RESPONSIBILITIES

Global Advocacy Strategyโ€“ 35%

ยง Lead collaborative processes to develop and validate CARE-wide Health Equity and Rights advocacy goals, priorities, strategies, and tactics both long-term and short-term. Provide ongoing strategic leadership, adaptive management, and coordination to ensure alignment, coherence, and impact of this advocacy.

ยง Lead /oversee internal coordination of communities of practice for HER advocacy goals. Represent HER on the CI Advocacy Working Group and other cross-departmental and all-CI strategic initiatives, with CARE USAโ€™s HER technical teams. Provide strategic guidance to HER and other technical colleagues for on advocacy with relevant decision-making bodies, such as WHO, CDC, etc.

ยง Mobilize and provide strategic guidance to CARE Member Partners (e.g., CARE Germany, CARE France, etc.) and country offices as they develop their context-specific advocacy goals in partnership with Regional Advocacy Advisors.

ยง As resources and time permit, provide or broker advocacy capacity-building, accompaniment/coaching, and surge capacity for CMPs and key COs.

ยง Bring technical health expertise and insights to advocacy goals, strategies, tactics, and relationships. Ensure that HER advocacy is aligned with technical best practices and insights.

ยง Form and grow strategic partnerships with other CARE functions, such as communications and knowledge management. Guide research and data analysis to ensure CARE has a pipeline of effective influencing assets to advance the advocacy agenda.

ยง Provide ongoing landscape and policy analysis of key contexts and issues. Keep an eye on the horizon for the emerging policy opportunities.

ยง Lead strategic partnerships with HER team:

External leadership and representation โ€“ 40%

ยง Play visible leadership roles in external coalitions to shape agendas and mobilize joint advocacy in service of CAREโ€™s goals.

ยง Cultivate and manage strategic external relationships with key influencers, policy-makers, academics, and other CSOs to elevate CARE's credibility and advance the HER advocacy agenda โ€“ including brokering and manage strategic relationships with critical stakeholders to generate policy analysis, evidence and strategic communications for influence.

ยง Undertake external thought leadership: create externally facing policy and evidence briefs, presentations, blogs, and Op-eds.

ยง Broker entry points to enable CARE partners and civil society organizations to engage directly with global policy-makers (with a focus on ensuring meaningful engagement and leadership of women, young people, and people from historically excluded groups).

ยง Represent CARE with the media and broker /support experts from CARE members and partner organizations to engage effectively with the media.

ยง Represent CARE as a subject matter expert in global policy forums and conferences with multilateral agencies (WHO, UN), multistakeholder partnerships (FP2030, IAWG), and with governmental bodies.

ยง Position of CARE as a partner of choice and for influencing donors, multilaterals, development banks, United Nations, etc.,).

ยง Build and manage a team of talented staff, fellows, and interns to support the execution of the global HER strategy.

ยง Conduct performance appraisals, develop, and coach employees, and ensure effective and efficient use of all human and other resources.

ยง Provide oversight and guidance, including in a matrixed approach, of CARE colleagues contributing to execution of the global strategy, capacity-building, monitoring and evaluation, and documentation of CAREโ€™s HER advocacy.

ยง Effectively manage restricted grant-funded projects and UNR resources for HER advocacy.

ยง Enlist additional staff resources in line with strategic developments and operational needs by navigating sensitive conversations with heads of departments and project teams to ensure that staff members are being compensated for the time allocated to each project.

Resource Mobilization โ€“ 15%

ยง Set annual fundraising targets and works with the Executive Director, Global Advocacy, and VP, USPPA to achieve them.

ยง Define fundraising priorities and articulate innovative approaches to raise funds for advancing advocacy goals.

ยง Advise the fundraising and technical teams as they develop key pitches, including tailoring pitches to the interests of donors.

ยง Support the development of high-quality proposals and sound budgets.

ยง Partner with fundraising colleagues at key donor meetings and events to effectively represent CAREโ€™s expertise in HER policy advocacy.

ยง Advise regional and country office colleagues on incorporating advocacy for HER in proposal budgets.

Qualifications & Experience:

ยท 15+ yearsโ€™ experience in policy advocacy, particularly in the design and implementation of successful advocacy strategies influencing policy at the national and/or multi-lateral levels.

ยท Significant experience in advocacy on international development, particularly in global health, womenโ€™s health and/or SRHR.

ยท Ability to analyze complex policy challenges, chart advocacy strategies and implement tactics that produce concrete changes in policy.

ยท At least 5 years supervisory management experience leading a team within a matrixed organization and/or across different actors or departments.

ยท Exceptional stakeholder management and project management skills with the ability to operate comfortably at senior levels with government, business, civil society and donors and work collaboratively with a range of different stakeholders from business, local civil society, community health workers, etc.

ยท Bachelorโ€™s or masterโ€™s degree in international relations, public policy or a related field or equivalent combination of education and work experience.

ยท Training or equivalent work experience in international development, particularly the health sector.

ยท Possesses exceptional presentation skills and an excellent written and spoken English, as well strong competencies in French or Spanish.
