DEPARTMENT: Human Rights, Education, and Empowerment REPORTS TO: Chief of Party CONTRACT LENGTH: Up to two years POSITION PURPOSE: The Deputy Chief of Party (DCOP) provides management and technical expertise and works with the Chief of Party (COP) to implement a high-quality, results-oriented counter trafficking-in-persons (TIP) program in Nepal that covers the โ€œfive Psโ€: prevention, protection, prosecution, partnerships, and policy. POSITION OVERVIEW: The DCOP is responsible for providing strategic and technical guidance to implement the Hamro Samman Counter-Trafficking program in Nepal that covers โ€˜five Psโ€™ prevention, protection, prosecution, partnerships, and policy. The DCOP will work with the COP in overall project management, supervision, administration, and implementation of the program. The DCOP will establish and maintain systems for project operations, project integration, progressive milestones; ensure that all agreement deadlines are met and targets are achieved; coordinate and maintain working relationships with the project stakeholders including the Government of Nepal and private industry stakeholders, civil society organizations, subgrantees and/or subcontractors); oversee collaborative initiatives with private sector engagement; and contribute to the preparation and submissions of technical and financial reports. This position is not eligible for expatriate benefits and follows a Nepal salary scale. POSITION RESPONSIBILITIES: Leadership and Technical Guidance Ensure achievement of the programโ€™s objectives, per the grantโ€™s performance, developing strategic plans, annual and quarterly works plan and overall management of grant implementation in line with project objectives. Ensure high quality technical leadership and oversight is in place for the Ensure that all project planning and development is in line with Hamro Samman IIโ€™s integrated programming Direction.Ensure that program teams, including sub-recipients, are familiar with program design and targets agreed to in the performance Ensure effective coordination within departments and Oversee the project partnerships with government, CSOs and private sectors. Oversee, monitor, and report on sub-awardee activities Oversee technical assistance and training efforts to build the capacity of government system in service delivery and program management Representation, Networking and Partnership Represent Hamro Samman, Winrock international, nationally, and internationally as program focal lead and ensure effective management of relationship with: Federal and Provincial Governments by maintaining positive professional and institutional relationship through sharing of reports, providing verbal updates, and attending meetings/workshops I/NGOs and with key strategic partners such as the Government of Nepal, UN, and other bilateral and multilateral agencies, as required Represent the project and Winrock to donors, local and national government entities, the media, local NGOs, and the business community Serve as the primary point of contact for USAID in the COPโ€™s absence Assist COP in identification of needs and opportunities for project activities Program Reporting, Documentation, Monitoring, Learning and Research Ensure good practice by supporting the implementation of M&E mechanisms to support high quality implementation by partners Document implementation successes, challenges and lessons learned and shared them with all relevant stakeholders Ensure high-quality, accurate reports and provide high quality contributions to quarterly reports and annual reports With support from field and home office staff, prepare and submit timely and accurate activity, financial, and other reports Oversee developing communication materials highlighting achievements of the project Contractual compliance and Financial and Grant Management Ensure appropriate implementation, oversight of subgrants to sub recipients and compliance with USAID and WI regulations and procedures Oversee program spending is on Staff and Partner Management and Development Manage, mentor, and provide guidance to project staff and teams to ensure that the targets are met Establish, build, and nurture effective teamwork with Hamro Samman team and ensure a cohesive workplace Create and sustain a dynamic and participatory work environment of mutual respect where team members strive to achieve excellence Promote accountability, communicate expectations, and provide constructive feedback through regular performance Serve as a mentor to local staff and local organizations, focusing on the transfer of skills and knowledge Other duties as assigned. QUALIFICATIONS: Successful candidates will have strong management skills as well as salient experience implementing anti-trafficking programs in the Asia region, preferably in Nepal. Specific experience and specialization in the following are required: counter trafficking in persons, labor rights, private sector partnerships, rule of law, advocacy, grant management, cash transfers, organizational capacity building, and sustainability. Experience and knowledge in safeguarding, gender equality, social inclusion, localization, and sustainability is preferred. Significant USAID project management experience and leadership is highly desired. Education: Masterโ€™s degree or higher in international development, management, social science, human rights, law, public policy or other related field of study or equivalent education and work experience. Technical: Must have a minimum of six yearsโ€™ relevant experience in a senior management position in counter trafficking or other relevant human rights programs. Experience: Experience managing international projects to the highest ethical standards Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on Experience in cross-sector programming preferred Proven ability to build consensus and coalitions among individuals, civil society groups, private sector, and government officials with competing interests Experience with gender equality and/or social inclusion in development Demonstrated success in mentoring local staff and local organizations with a focus on skills transfer Experience in strengthening civil society and government Financial management and oversight Experience in strategic planning and implementation of strategic plans Experience designing and implementing or overseeing monitoring and evaluation systems Skills/Knowledge: Fluency in English required; proficiency in Nepali is required Excellent written and oral communication skills Knowledge or understanding of social, economic, and political context governing anti-trafficking and safe migration issues in developing countries Experience working with the Government of Nepal at the national and sub-national level desired Experience overseeing international donor-funded programs Experience with private sector engagement and partnerships in supply chains desirable Demonstrated interpersonal skills, creative problem solving, ethical management skills Computer literate in word processing, spreadsheet, and presentation software (Microsoft) Core Competencies: Professionalism: Strong knowledge of the relevant technical areas. Communication: Excellent spoken and written communication skills in Nepali and English, including the ability to coordinate and liaise with multiple partners and stakeholders. Analytical skills: Ability to analyze information and solve problems with excellent attention to detail.
