Position: Deputy Chief of Party, Technical for the USAID Solid Waste Reduction Program Location: Santo Domingo, Dominican Republic Group: Environment and Energy Reports to: Chief of Party Winrock International is a nonprofit organization that works with people in the United States and around the world to empower the disadvantaged, increase economic opportunity, and sustain natural resources. GENERAL: Winrock is recruiting a full-time Deputy Chief of Party (DCOP), Technical for the five-year U.S. Agency for International Development (USAID/Dominican Republic) Solid Waste Reduction Program. The program will implement activities in coordination with a wide range of stakeholders (national and municipal governments, private sector, communities, and civil society organizations) to put the country’s 2020 Solid Waste Management (SWM) Law into practice to better manage waste and adopt circular economy models. The Deputy Chief of Party (DCOP), Technical will be responsible for managing the programmatic activities under all three objectives of the project: 1) Best SWM practices implemented in accordance with the 2020 SWM Law at the national and municipal level on the northern coast by building capacity and strengthening governance; 2) Communities, in coordination with local government and the private sector, reduce waste at the source by adopting sustainable SWM practices (or zero waste practices); and 3) Circular economy models are expanded and/or established with key private sector actors to achieve the goals of the project. In undertaking these responsibilities, the DCOP will coordinate closely with the DCOP Operations and work under the direction of the Chief of Party (COP) for the USAID Solid Waste Reduction Program . In addition, the DCOP will coordinate and work closely with the Winrock home office to prepare project deliverables. POSITION SUMMARY: The Deputy Chief of Party (DCOP) will assist and support the Chief of Party (COP) in management of the project and coordination of activities to achieve synergies across the three project objectives. The DCOP, Technical will supervise leads of Objectives 1, 2 and 3. The DCOP will supervise the sub-awardees on the project. ESSENTIAL RESPONSIBILITIES: Specific responsibilities of the DCOP, Technical include, but are not limited to: · Support COP, along with Winrock’s Home Office and field team, to prepare and submit timely and high-quality project deliverables; · Provide technical leadership across the three programmatic objectives. Coordinate technical staff and supervise the work of the sub-awardees; · Represent the project and Winrock to USAID, local and national government entities, the media, civil society, the local business community, and other stakeholders as needed; · Coordinate and communicate on a regular basis with Winrock headquarters; · Act on behalf of the COP as assigned and delegated; · Other duties as assigned. QUALIFICATIONS AND REQUIREMENTS: Education: Bachelors’ degree in Environmental Science, Ecology, Climate Change, or Environmental Engineering. Advanced degree preferred. Qualifications: · Minimum of ten (10) years of professional experience in solid waste management, 3Rs, reduction of plastic pollution; · Experience working with USAID and/or other donors in Dominican Republic; · Experience mobilizing investments into environmental projects from the private sector; · Proven communications and capacity strengthening skills; · Previous experience working in projects or fields related to sustainable waste management, recycling, marine ecosystems-based conservation, climate change, hydrology/water resources, natural resources management, civil society and community-based organization governance and general objectives of the project required; · Previous experience carrying out environmental assessments, program design, writing of reports, knowledge management and technical capacity building required; · Experience working with government ministries and ability to foster and maintain good working relationships with senior officials; · Strong organization and prioritization skills, interpersonal skills, and attention to detail; · Strong proficiency in English and Spanish (verbal and written) required.
