Position Overview

Pact seeks an experienced Deputy Chief of Party (DCOP) for the USAID-funded civil society and media program that will advance citizen security and crime prevention objectives, with the aim of improving Dominicansโ€™ ability to live free from all forms of crime and violence and to realize their full human rights. The activity will apply locally led, problem-driven, adaptive approaches. This a five-year activity and the position will be based in Santo Domingo, Dominican Republic.

Key Responsibilities

The DCOP will work closely with the Chief of Party (COP) for technical and the overall management of the project, overseeing the private sector engagement and partnerships focus of the project and operational aspects, ensuring that objectives are met on time and within budget. Together with the COP, s/he will oversee the portfolio of sub-grants and sub-contracts with both Dominican & and international organizations. S/he will ensure rapid startup; day-to-day implementation of activities; and coordination between the projectโ€™s technical and operational leads. S/he will be the primary point of contact with USAID in the absence of the COP regarding day-to-day implementation and management matters related to the agreement.

The specific duties to be carried out by the successful candidate are listed below:

  • Work closely with COP to ensure effective day-to-day management of activity, to ensure deliverables are met and support staff adhere to plans and deadlines in line with the projectโ€™s approved annual workplans.
    • Ensure rapid startup of the Activity, as well as during key periods of transition, including supporting with recruitment of all necessary Activity staff.
    • Along with COP, ensure that the Activity is implemented with a one-team approach, ensuring that all operational and programmatic coordination among consortium partners is streamlined, consistent, and conducive to a single, coherent program.
    • Working with the COP, ensure that the project meets stated goals, outcomes, benchmarks, and reporting requirements and oversee complexity-aware monitoring, evaluation, and learning plan.
    • In the absence of the COP liaise with the USAID Agreement Officerโ€™s Representative (AOR) on management and technical matters.
    • Lead the development and execution of the projectโ€™s private sector engagement strategy to identify and develop market-oriented approaches and expand collaboration with DR private sector partners.
      • Liaise closely with the Pact DR finance team and Pactโ€™s U.S. team to ensure that all project activities are compliant with US Government rules and regulations, as well as consistent Pactโ€™s policies, procedures, and best practices.
      • Working with the COP and project Grants Manager, oversee the projectโ€™s sub-award portfolio; ensure timely issuance, monitoring, and closeout of sub-grantee budgets and awards, in close alignment with the technical needs of the Activity.
      • Mentor and supervise other staff engaged in the activities under DCOPโ€™s scope of responsibility.
      • Significantly contribute to the Activityโ€™s efforts to meet cost share requirements.
      • In collaboration with the COP, represent the project at conferences, working groups, and meetings to support USAID and Pactโ€™s thought leadership in local governance, capacity development, and civil society strengthening.
        • Support with other tasks, as assigned by COP.

          Basic Requirements

          • Master's degree with nine (9) years work experience or bachelor's degree with at least eleven (11+) years work experience
          • At least five (5+) years management experience
          • Bachelorโ€™s Degree from an accredited university in social sciences, law, development studies or a relevant field.
          • At least nine(9) years of experience in the successful implementation of international development activities.
          • At least five years of comparable managerial position (DCOP, or Deputy Project/Program Manager) on USAID and/or other donor-funded democracy and governance projects
          • Ability to develop and maintain strong relationships with civil society partners, government institutions and private sector partners.
          • Experience building capacity for civil society organizations and/or media actors in the DR and/or the LAC region.
          • Ability to work in complex environments, and work with and between different stakeholders, including civil society organizations, media actors, government institutions, private sector entities, and US Government agencies.
          • Demonstrated skills in problem solving and consensus building.
          • Knowledge of USAID rules, regulations, and policies.
          • Fluency in English (oral, writing, and reading)
          • Fluency in Spanish (oral, writing, and reading)

            Preferred Qualifications

            • Demonstrated experience managing highly adaptive programs, as well as applying systems-driven approaches and/or thinking and working politically (TWP) principles.
