Data Management Associate
Organizational Setting and Work Relationships
The Data Management Associate is normally supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works quite independently with an oversight from the supervisor. S/he may directly supervise some support staff.
Contracts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Manage the use, maintenance and technical support of databases used in the Operation, including planning and overseeing data collection, input and verifications; production of standard and ad hoc reports.
- Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.
- Provide training, as necessary, to UNHCR staff as well as staff-members of implementing partners in relevant aspects of data management.
- May be required to coordinate with the GIS colleagues to ensure that data collection is compatible with GIS.
- Archive and backup database systems; ensure security of databases; perform database administrator functions.
- Assist in development of new applications/databases needed by the UNHCR Offices/Units in area of responsibilities in order to perform their tasks smoothly.
- Ensure that the clients' databases are up-to-date by identifying and keeping what is relevant and accurate in an accessible manner.
- May be required to support registration activities including ProGres technical support and on-site assistance.
- May be required to support voluntary repatriation activities including reconciliation of VolRep data from country of asylum and encashment centers, verification of Voluntary Repatriation Forms (VRFs) and coordination with VolRep Centers (VRCs) on information issues.
- Develop forms and tools for data collection and analysis.
- Have access to relevant data and records.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile The incumbent should have proven competencies and experience as follows:
Previous technical experience in data management using the PRIMES suite of tools from UNHCR, including proGres v4 and BIMS software.
Experience in registration, identity management, and individual case management. Working in refugee emergency settings is an added advantage.
Demonstrate ability to work with a diverse range of partners, including host Governments, humanitarian organizations, and development partners.
Very good written and oral communication in the English language is mandatory. As the job description also requires regular interaction with regional government and local authorities, refugee, IDP and hosting communities, the incumbentโs knowledge of the Somali language will be an added attribute for ease of communication.

Nature of Position:
The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025 UNHCR becomes a trusted leader on data and information related to refugees and other persons of concern, thereby enabling actions to protect and to empower persons of concern. The Strategy stipulates investing in four complementary priority areas: data management and governance; information systems; capacities and skill development; and culture for evidence-informed decision-making.
The Data Management Associate supports data-related activities conducted in the core applications, whether conducted by UNHCR, partners or Government. Under the guidance of the Registration Officer and technical leads in the Representation Office, the incumbent will provide high-quality, user-focused support services to UNHCR field operations and partners, in line with agreed standards and objectives. S/he also supports and implements provision of user access to systems and applications in accordance with data protection protocols, monitoring of the quality of data collection in close collaboration with the relevant units and ensures that data inconsistencies are identified and resolved. The incumbent supports building reports, templates and forms out of the operational data systems, including refugee registration and case management systems. S/he also ensures that operational user feedback is recorded and analyzed to ensure the relevant applications remain fit-for-purpose.
The position will support the operationalization of identity management and digital identity strategies such as the inclusion of refugees and asylum-seekers into host Statesโ digital vital events registration and identity systems. The incumbent will also ensure that identity management systems and practices are actively leveraged to support all UNHCR activities, including identification of specific needs, targeting and delivery of assistance, support to protection interventions, fraud mitigation and response, data protection, case management and conduct of durable solution processes.
The Data Management Associate will also closely collaborate with the Units at the Representation Office responsible for registration, information systems and technology to ensure that global standards relating to operational data systems, including systems that process personal data of the persons of concern, meet the UNHCR global standards, including data security.
The position is directly supervised by the Associate Registration Officer who provides the incumbent with general guidance and workplans. He/she will work independently with oversight from the supervisor and the Protection Officer. The incumbent liaises with relevant Officers in the Representation Office in Addis Ababa, or sections in headquarters, as applicable, for technical guidance on registration and data management.
Living and Working Conditions:
Jijiga is the capital city of the Somali Regional State of Ethiopia, with a population of about 500,000. It is situated at an elevation of 1,646 meters above sea level. It is located about 630 kms east of the Capital City, Addis Ababa and about 80 kilometres away from the border with Somalia (Somaliland).
Jijiga is a category D and non-family duty station, with relatively stable security environment and with minimal reported crimes within the city. However, given the Somali regionโs proximity to the border with Somalia, there are occasionally infiltration of wrong elements that require a sense of vigilance and alertness; UNDSS provides security advisories regularly to all staff in Jijiga and the surrounding locations to which adherence is expected. All UNHCR international staff are accommodated in the UNHCR Staff Compound (Guest House) in line with the policy on UNHCR-provided accommodation in the field. Security briefing is mandatory upon arrival at the compound. All travel itineraries should report to the UNDSS radio room before departure and continue reporting their position every 60 minutes, until back to the compound. Official working hours are Monday through Thursday: 08:00 โ 12:00 and 13:00 โ 17:00 hours; while on Fridays 08:00 โ 13:30 hours.
Private and public hospitals and higher clinics are available in Jijiga. However, the medical facilities in the area are insufficient to treat complicated medical cases. The United Nations Health Care Centre (UNHCC) in Addis Ababa provides 24/7 health care services for eligible UN staff and their dependents in different specialized Medical Units. Jijiga city also has many markets, restaurants and shops, including small supermarkets, from where food and other household items can be purchased. Ethiopian Commercial Bank and many other private banks have established branches in Jijiga where financial services, including ATM machines, can easily be accessed.
Transportation in and out of Jijiga is usually done via Ethiopian Airline flights directly to Addis Ababa on an average of 5 to 7 flights per day, although road transport can also be used through buses that ply the Jijiga-Addis or Jijiga-Harar-Dire Dawa routes. However, road travel to Addis Ababa may not be encouraged as it takes a full day compared to the 1-hour flight. Official travel is arranged by the office through a recommended agent.
