The OECD Directorate for Education and Skills (EDU) leads the Organisationโs work to help member and non-member countries achieve high-quality learning for all, design better skills policies, and turn them into jobs and growth. The directorate carries this out by providing statistics, analysis and policy advice to countries on a wide range of educational topics.
To provide appropriate evidence-based advice, the Directorate for Education and Skills (EDU) does not limit to collect and analyse external and publicly-available data, but designs and manages a wide range of data collections. This includes numerous large scale-surveys. Through these data collections, EDU collects uniquely valuable data on students, teachers, and adults.
The Directorate for Education and Skills is looking for a Data management and Compliance Advisor to lead strategic initiatives in data management, digital tools and strategies. In this role the selected candidate will advise and guide EDU project teams on the effective implementation of digital tools and strategies, ensure consistency in the design and implementation of data collection activities across the Directorate, advise and guide EDU projects and activities on issues around data protection and digital security. He/she will support senior leadership in monitoring and ensuring compliance with data protection, privacy standards and digital security. The selected candidate will work under the supervision of the Directors.

Main Responsibilities
Data management and protection
Oversee and monitor the implementation of the EDU Data Protection Action Plan.Manage access rights to data storage for active and completed projects ensuring compliance with agreed data use and retention policies.Manage access rights and monitor compliance, in collaboration with project assistants, in cases where access to datasets is restricted to signatories of a Data Use Agreement.Project management and strategic design
Collaborate with project teams to define and implement consistent procedures for data collection and processing, ensuring coherence and synergies in data collection activities across the Directorate.Guide project teams in the completion of Personal Data Processing Forms (PDPFs) and conduct comprehensive Data Protection Risk Assessments.Organise and lead (peer) review of PDPFs, identify scope for greater harmonisation across projects, ensure proper versioning and knowledge management of existing PDPFs. Ensure critical updates are conducted regularly in line withcritical milestones (e.g. before publication dates).Lead and support project teams in completing Data Disclosure Forms and assessing re-identification risks prior to data disclosure.Capacity Building and Knowledge dissemination
Develop and manage common data protection resources including checklists, standards, guidance, tools to assess re-identification risks, and data use agreements.Coordinate professional development and onboarding activities related to the design of appropriate data collection methods, data processing, protection and management practices.Coordinate the development of a specialised training including simulation exercises for the event of potential data breach scenarios.Horizontal collaboration and external projection
Serve as the Directorateโs focal point for data strategy design and protection, liaising with the OECD Data Protection Officer and other relevant OECD services involved in data strategy, data design, data protection and digital security aspects.Represent the Directorate in relevant horizontal bodies and committees, for instance by acting as Data Protection and Digital Security Focal Point and by participating in the Community of Practices on Administrative and Survey Microdata.Qualifications

Academic Background
Professional Background
A minimum of five yearsโ experience in quantitative data analysis and/or survey management in an international or national agency, or research institute. Specific experience in management of international large-scale surveys would be an advantage.Strong understanding of data collection methods and sampling principles; direct experience would be an advantage.Proven direct expertise in Data Protection or Privacy Management, Data Governance and Compliance, and risk management principles; experience in implementing digital security measures would be an advantage.Good interpersonal skills, with a demonstrated ability to cooperate with a range of different stakeholders with different backgrounds, and exercise leadership to change working methods and align processes with corporate policies.Good organisational and project management skills, with the ability to plan, coordinate, supervise, and deliver result according to schedule.Awareness of fundamental principles of identity and access management (IAM) within digital workplace applications.Understanding of key risk management concepts and principles.Knowledge of essential basic cybersecurity concepts and practices.Tools
Excellent command of Microsoft 365 Applications.Advanced fluency in either R or STATA, and familiarity with the other language.Fluency in Power BI would be an advantage.Proficiency in the use of the Git version control system would be an advantage.Core Competencies
