The Global Environment Facility (GEF) is a multilateral financial mechanism created in 1991 to provide grant and concessional funds to recipient countries for projects and programs that address biodiversity loss, climate change mitigation and adaptation, degradation of international waters, land and forests, ozone depletion, elimination or reduction of persistent organic pollutants and mercury, all within the framework of sustainable development.ย
The GEF unites 186 countries in partnership with international institutions, civil society organizations (CSOs), and the private sector to address global environmental issues while supporting national sustainable development initiatives. An independently operating financial organization, GEF is the designated financial mechanism for five multilateral environmental conventions: The Convention on Biological Diversity, the Stockholm Convention on Persistent Organic Pollutants, the UN Framework Convention on Climate Change (UNFCCC), UN Convention to Combat Desertification, and Minamata Convention on Mercury. GEF was also recently designated to serve as part of the financial mechanism of the international legally binding instrument under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of Areas Beyond National Jurisdiction (BBNJ).
Since 1991, the GEF has achieved a strong track record with developing countries and countries with economies in transition, providing $23 billion in grants for more than 5,000 projects in over 165 countries. Pledges for GEF activities in the eight-replenishment period of 2022 to 2026, called GEF-8, reached $5.33 billion.ย The GEF Secretariat, construed for administrative purposes as a Vice Presidential Unit (VPU) within the World Bank, has approximately 100 professional and administrative and client support staff.ย
The MEA and Funds Division in the GEF is responsible for managing the Least Developed Countries Fund (LDCF) and the Special Climate Change Fund (SCCF), which are focused on climate change adaptation, as well as the Capacity-building Initiative for Transparency (CBIT) and the Global Biodiversity Framework Fund (GBFF).ย The MEA and Funds Division is also responsible for strategy development and implementation for the funds, along with managing major environmental negotiations and anchoring the relevant work on all COP negotiations.ย A key function of the MEA and Funds division is the coordination of the MEAs and working with other funds such as the Green Climate Fund and the Adaptation Fund to promote synergies and to collaborate on programming. The MEA division coordinates with other divisions in the GEF and support senior management.
The GEF operates two funds to support adaptation to climate change: the Least Developed Countries Fund (LDCF) and the Special Climate Change Fund (SCCF). The two funds are mandated to serve the Paris Agreement of the UNFCCC. To date, the LDCF and SCCF have provided over $$2.3 billion in grant financing for over 500 adaptation projects in vulnerable developing countries, In June 2022, the LDCF/SCCF Council approved the GEF Programming Strategy on Adaptation to Climate Change for the LDCF and SCCF and Operational Improvements for July 2022 to June 2026.ย ย
Key Duties and Accountabilities:
The primary responsibility of the Data Analyst will be to support portfolio management and analysis of qualitative and quantitative data and information (including data visualization) for the Least Developed Countries Fund (LDCF) and Special Climate Change Fund (SCCF). The LDCF and the SCCF both support climate change adaptation in vulnerable countries. The Data Analyst is expected to have a solid understanding of the LDCF/SCCF GEF-8 Adaptation Strategy and its results framework, and of the GEF mission more broadly, and will work with staff across the LDCF/SCCF team, as well as relevant external partners, to deliver timely and quality analytical contributions.ย
Specific responsibilities and deliverables would include:
1. Carry out assessments and analysis of the LDCF/SCCF portfolio, along the sectoral/thematic, regional and Agency distribution of programming, in addition to any other needed categorization, and regularly update portfolio information.
2. Generate relevant analytical insights to help inform portfolio monitoring and management, and for future programming. Spearhead innovative use of data, stories, and analytics to build powerful narratives, and support the team on their use.ย
3. Contribute to the portfolio and programming analytics for LDCF/SCCF Council documents such as the Work Program cover note, Progress Report and Annual Monitoring Review. Also contribute LDCF/SCCF data and analytics for the annual UNFCCC COP reports and other internal and external purposes.
4. Engage with the GEF Portal team to ensure that LDCF/SCCF data are accurate and accessible and that updates requested by the LDCF/SCCF team are addressed. Develop familiarity and expertise in navigating, extracting and sorting LDCF/SCCF programming related data and information in the GEF Portal.ย
5. Contribute to organization and logistical support for GEF engagement at the UNFCCC COP as well as workshops/meetings organized by the GEF on adaptation topics.
6. Identify opportunities to improve data collection, and develop guidelines to improve the overall management of LDCF/SCCF project data. Work across units at the GEF as well as with a range of external partners as relevant.
7. Carry out any additional tasks requested by the Manager of the MEAs and Funds division, and/or by the GEF Programs Director.
Selection Criteria
โข A Masterโs degree in Data Science, Computer Science, Statistics, Environmental Science, or related field.
โข At least 3 years of demonstrated experience in data analysis, preferably working in an international organization in the context of environmental or development finance. Knowledge of climate change, operations of the LDCF and SCCF, and their strategy and policies would be an advantage.
โข Full proficiency in the use of Excel is required - proficiency in related statistical and presentational software will be a plus.
โข Ability to think analytically, strategically, and programmatically. Must be able to work independently on complex tasks.ย
โข The ability to collate, manage, and analyze complex and interrelated datasets.
โข Well-organized, self-motivated, highly efficient, and dependable individual, with a demonstrated ability to manage multiple priorities, work under tight deadlines, and operate effectively in situations of high demands and pressure.
โข Outstanding interpersonal skills to work effectively across a multicultural organization and with external clients as needed.
โข Excellent written and verbal communication skills in English, with the ability to present and summarize ideas clearly, methodically, and concisely. French language skills are an advantage.
