What we are looking for:ย
A seasoned professional with international experienceย to lead all NRC operations in Libya, with a strong focus on steering the effective integration of strategic, programmatic, and operational management, in compliance with NRCโs mission.
What you will do:
Development and execution of country strategy. Ensure effective collaboration with government and donors at both national and sub-national levels, aiming to strengthen NRCโs position, acceptance, and access to hard-to-reach communities. Oversee and ensure the implementation of sound and balanced risk management practices, giving due consideration to the principle of Duty of Care. Actively contribute to organizational development and structural changes to accommodate growth and adapt to contextual changes. Work with the Human Mobility Hub director to facilitate seamless integration and alignment of efforts, leveraging the office's hosting of the Human Mobility Hub, and actively contribute to shaping the strategic vision and advancing the development of the project in Libya and in the region. Further develop and consolidate NRC's humanitarian and durable solutions programming in Libya, supporting Libyan, as well as migrant and asylum seeker communities. Lead engagement on the Humanitarian Development and Peace Nexus Advisory group, as well as support the Libya INGO Forum. Lead and further develop protection and shrinking space advocacy. Develop partnerships and collaborations with external actors, including national NGOs, the private sector, and academic institutions. Continuously promote a positive and collaborative working environment characterized by high levels of trust and respect, with due consideration for staff care and well-being. Contribute to the regional approach in the Middle East and North Africa. Responsible for overall resource allocation, cost efficiency, mobilization and control Learning, training and development for all staff, including a strategy for national staff development. What you will bring:
Minimum 7 yearsโ experience from working as a Senior Manager/Country Director in humanitarian/recovery context. Experience in working in complex and volatile contexts. Knowledge of the context in North Africa (Libya preferred) and the Middle East, as well as mixed migration.ย Strong advocacy skills Knowledge about own leadership skills/profile with documented results related to the positionโs responsibilities. Fluency in English, both written and verbal (working language of office). Good knowledge of Arabic Language is an advantage. Experience managing humanitarian operations remotely.ย Proven experience of starting up new operations.What we offer:

NRC is the co-lead of the National Education and Shelter/ NFI Sector Working Groups and is an active member of the Libya INGO Forum. In support of the Libya response, NRC has 130 team members and offices in Tunis (Tunisia), Tripoli, Misrata, Ajdabiya and Benghazi (Libya). NRC is also expanding operations in Eastern Libya in response to the recent storm and floods.ย
