Winrock International is seeking a consultant to collect and document cost and operational information in Ukraine for an upcoming human rights activity. The Consultant will focus on collecting, documenting, and analyzing field-based pricing data to support the development of cost proposals. This role is responsible for gathering on-the-ground information on current pricing for goods, labor, services, and other resources, providing accurate, location-specific data. The Consultant will coordinate closely with Winrock teams to ensure that field data aligns with Winrock requirements and expectations. ESSENTIAL RESPONSIBILITIES: Gather and verify pricing data for materials, labor, services, transportation, and other cost factors. Engage with local vendors, suppliers, and contractors to obtain real-time quotations, pricing lists, and cost trends. Research and maintain up-to-date knowledge of local market conditions, focusing on trends that could affect pricing (e.g., currency exchange, inflation, seasonal shifts). Build and document a network of reliable local suppliers and service providers that have experience with serving international organizations. Collect and document pricing terms, lead times, and any other relevant details from suppliers, ensuring reliable sources of information for proposal use. Accurately record all pricing data, including sources, collection dates, and any assumptions or conditions tied to the data. Create comprehensive and organized documentation that allows for clear reference. Act as a liaison between field-based data sources and Winrock teams, ensuring clear and continuous communication of findings and updates. Provide translation support as needed. KEY DELIVERABLES MAY INCLUDE: Completed cost inputs document (will be provided). Associated quotes and background information Analysis of trends and suppliers QUALIFICATIONS: Successful candidates will be a self-starter, well organized, a strong communicator in English. EDUCATION: Bachelorโ€™s degree in Finance, Economics, Business Administration, or a related field. WORK EXPERIENCE: Minimum of 5 years in administration, procurement and/or finance, market research, or financial consulting, with specific experience in international development. SKILLS: Strong analytical skills and experience with data documentation and reporting. Proficiency in using data management tools (e.g., Excel). Excellent interpersonal skills for effective collaboration with suppliers and internal teams. High level of organization and attention to detail, particularly in maintaining accurate records. Ability to work independently and adapt to dynamic environments. Prior experience in field-based market research or cost data collection preferred. Knowledge of economic factors and cost drivers in international development settings. Proven integrity, transparency and accountability Excellent written and oral communication skills in Ukrainian and English
