Org. Setting and ReportingThe United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The position is located at UN-Habitat Office in Kinshasa. Under the overall supervision of the Head of Office in the Democratic Republic of Congo based in Kinshasa, the incumbent will be responsible for the following duties and responsibilities: Responsibilities1) Programme management and supervision โ€ข Supervise and coordinate the conduct of research in regard to linkages of land tenure security and REDD Plus including in regard to multi-stakeholder consultations. โ€ข Prepare regular financial and narrative reports and result oriented progress reports. โ€ข Prepare overall prioritized annual work plans and monitor the timely implementation. โ€ข Regular liaison with donor community and conduct specific fund raising. โ€ข Undertake financial management and payment approval procedures. โ€ข Ensure financial and Programme accountability towards the United Nations and donors. โ€ข Manage recruitment of national staff, consultants and contractors. โ€ข Supervise and guide all Programme staff and consultants. โ€ข Liaise the Programme vis-a-vis ministries and local authorities involved in programme implementation. 2) Programme implementation โ€ข Participate in the development, implementation and evaluation of the assigned projects and Programme; โ€ข Provide substantive and technical inputs in the development and standardization of technical guides, manuals, the operationalization of land information systems towards improved tenure security in pilot communities โ€ข Preparation of detailed work plans for Land Programme in close collaboration with relevant sections of the Head Quarter ; Review the implementation of work plans regularly with senior staff. โ€ข Monitor changes in the action environment and identify emerging programme needs to be incorporated in the regular reporting. โ€ข Monitor/evaluate Programme performance in relation to approved work plans and objectives and take corrective measures as required. โ€ข Monitor and ensure that there is consistency between the substantive tasks of the Programme and the available budgetary resources. โ€ข Preparation of progress and activity reports and provide support in research/analytical activities on the ground. โ€ข Provide substantive and technical inputs in the review and finalization of knowledge management products and materials produced by key implementing partners and government authorities. 3) Programme coordination โ€ข Support the coordination of specific Programme activities with MONUSCO, local authorities and NGOs and the UN Country Team. โ€ข Coordinate and report on communication and visibility, risk management, and exit strategy activities. โ€ข Set up coordination mechanisms among actors intervening in land issues and activities. โ€ข Convene meetings and working groups with partners to discuss Programme activities and perspectives when required. โ€ข Supervise and coordinate the implementation of all cooperation agreements with implementing partner organizations including from non-government organizations, Universities, and government authorities. โ€ข Collaborate with relevant sections of UN-HABITAT for linking activities to UN-HABITAT mandate, policies, and campaigns. โ€ข Ensure that collaborating partners, authorities and institutions, know the mandate and role of UN-Habitat. โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. EducationAdvanced university degree (Master's degree or equivalent) in in Land, housing, urban planning, engineering, environmental management or other related field is required. A first-level university degree in combination with two (2) years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Job - Specific QualificationNot available. Work ExperienceA minimum of five (5) years of progressively responsible experience in land use, land tenure and/or land administration reform, land programme/ project planning and implementation or related area in Francophone countries in Africa is required. A minimum of three (3) years of experience in undertaking research, coordination, capacity development, knowledge management and documentation on land law and tenure in post conflict countries is required. Experience in international development dealing with land information system and/or land use planning is desirable. Experience in coordination of multi stakeholder projects and complex partnerships involving United Nations agencies, international Non-Governmental Organizations, and national institutions is desirable. Experience in leading and ensuring effective reporting, championing communication and visibility of projects and/or programme is desirable. A minimum of (2) years or more of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in English and French is required; Knowledge of another UN official language is also desirable.
