Work LocationRemote Expected duration6 months Duties and ResponsibilitiesBackground In accordance with the Economic and Social Council (ECOSOC) Resolution 2003/42 on the situation of and assistance to Palestinian women, ECOSOC has requested the Commission on the Status of Women (CSW) to monitor, review the situation and to take action to assist Palestinian women by all available means, and to submit to the Commission at its Sessions on the progress made in the implementation of the present resolution. The report is in line with the implementation of the Nairobi Forward-looking Strategies for the Advancement of Women, paragraph 260 in particular, concerning Palestinian women and children; in compliance with the Beijing Platform for Action and the outcome of the special session of the General Assembly, entitled โ€œWomen 2000: Gender equality, development and peace for the twenty-first centuryโ€; and in accordance with the Declaration on the Elimination of Violence against Women. Since that date, the Economic and Social and Social Commission for Western Asia (ESCWA) has produced 10 technical reports under the title โ€œThe Social and Economic Situation of Palestinian Women.โ€ These reports feed into the global report prepared by the Committee on the Status of Women (CSW) and typically cover a period of two years. The main focus of these reports is to highlight the living conditions of Palestinian women and girls under Israeli occupation by focusing on political, social, economic and womenโ€™s rights developments within a period of two years intervals. In addition, previous reports also addressed the situation of women under the Palestinian Authority and the Governmentโ€™s ability to uphold its international commitments, including commitments made under the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Beijing Declaration and Platform of Action, and other international treaties and frameworks, and provided recommendations on how to improve their situation. Against this background, ESCWA is seeking to recruit a Consultant to prepare its upcoming 12th report covering the period July 2022 โ€“ June 2024 to be submitted to the CSW for its reporting purposes to the United Nations Economic and Social Council (ECOSOC) in March 2025. Duties and Responsibilities โ€ข Analyze and update on the economic, social and political situation of Palestinian women in the West Bank, Gaza Strip and Jerusalem between July 2022- June 2024; โ€ข Analyze the gendered impact of the war on Gaza (as well as the West Bank and East Jerusalem) in light of 7 October 2023; โ€ข Highlight Palestinian womenโ€™s status in line with the Convention on the Elimination of All Forms of Discrimination against Women, the Beijing Declaration, the Women, Peace and Security agenda, and the Sustainable Development Goals; โ€ข Identify challenges and highlight positive achievements on the advancement of Palestinian women between July 2022-June 2024; โ€ข Identify and present contributions from UN organizations working on the situation of women in the occupied Palestinian territory; โ€ข Propose recommendations for decision makers that encompass a broad range of gender sensitive legal and institutional reforms along with economic and social policy provisions that target Palestinian women and girls. Qualifications/special skillsMasters degree in Development Studies, Social Sciences, Law, Human Rights or Womenโ€™s/Gender Studies or related area is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. Seven years of working experience in research including data collection, qualitative data analysis and report writing is required. Proven in-depth knowledge of the situation in Palestine, its structural setting and its socio-economic environment is required. Proven knowledge and work experience in gender and equality issues in the Arab region is required. Proven writing skills in English and ability to meet deadlines is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required.
