Result of ServiceThe consultant will be responsible for providing technical support in the implementation of the ESCWA-UNRSF project, with a specific focus on strengthening the capacity of Member States in road crash data collection, processing, and analysis. The consultant will also support ESCWA in assessing and developing project proposals submitted by Member States for the 2025 UNRSF Call for Proposals, ensuring alignment with the Fundโ€™s priorities and eligibility criteria. The Consultant will be responsible for providing the deliverables below: Deliverable 1: Workshop Materials on AIRSO MAHDAR Application A complete set of materials for virtual workshops introducing the AIRSO MAHDAR desktop application, focusing on its use in crash data recording, processing, and analysis. Deliverable 2: Training Material for Capacity-Building Workshops Training material to be used in workshops targeting: โ€ข Training of trainers on crash data recording, transfer, and storage. โ€ข Trainers if trainers in data processing (e.g., indicator generation, blackspot mapping, and data mining). โ€ข Training trainers on interpreting processed data to identify risk factors, set goals, and monitor progress. Deliverable 3: User Guidelines for Desktop Application A comprehensive, step-by-step guideline document explaining how to use the AIRSO MAHDAR desktop application to analyze road crash data and support the development of national road safety policies, strategies, and action plans. Deliverable 4: Technical Assessment Report on Project Summaries A structured technical review of project summaries received from ESCWA Member States under the 2025 UNRSF Call for Proposals, including evaluation criteria, findings, and recommendations. Deliverable 5: Concept Notes for UNRSF Proposals Drafted concept notes for selected project summaries, prepared in alignment with UNRSF guidelines and priorities, and ready for submission under Phase I of the 2025 UNRSF Call for Proposals. Deliverable 6: Drafting a regional project proposal for UNRSF based on agreement with the ESCWA on the topic and details. Work LocationRemotly Expected duration6 months Duties and ResponsibilitiesBackground: ESCWA is implementing a UNRSF-funded project on \"Strengthening evidence-based interventions for road safety in the Arab region through effective and reliable data recording, processing, and analysis.\" This project aims to strengthen the technical capacities of Arab countries to establish effective and sustainable evidence-based policymaking for road safety through: a). The establishment of common and standardized processes, methods, and tools for efficient recording, processing, and analysis of disaggregated data on road crash fatalities and injuries in the Arab region. b). Provide adequate training, capacity building, and technical assistance to ESCWA Member States through the exchange of experiences and lessons learned between three pilot countries representing the geographic diversity of the region (Tunisia in North Africa, Lebanon in the Mashreq, and Qatar as self-financing). Additionally, ESCWA plays an active role in supporting Member States in accessing funding through the United Nations Road Safety Fund (UNRSF) Call for Proposals, including assistance with the preparation, review, and submission of project documents aligned with the UNRSFโ€™s proposal guidelines. Duties and Responsibilities: The consultant on road safety will be responsible for the following tasks: โ€ข Providing technical support on the project titled โ€œStrengthening Evidence-Based Interventions in the Arab region.โ€ โ€ข Preparing and delivering the following training: - Training trainers from the police on data recording, transfer, and storage. - Training of police on data processing (transformation from raw data to indicators, blackspot maps, data mining. - Training in using this processed data to correctly identify problems, risk factors, and priority areas, and set goals and monitor performance. โ€ข Preparing guidelines on how to use the desktop application for data analysis to formulate road safety policies, strategies, and action plans. โ€ข Assessment of project summaries received from Member states for the UNRSF call for proposals 2025. โ€ข Preparation of concept notes of selected projects for the first phase of the UNRSF call for proposals 2025. โ€ข Drafting a regional project proposal on road safety. Qualifications/special skillsA masterโ€™s degree in management of road safety is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 10 years of professional experience in the field of road safety is required. Demonstrated knowledge of road safety data management tools and applications, familiarity with the Safe System approach and international road safety standards is required. Proven experience in preparing training materials, delivering workshops, and drafting technical reports or guidelines is required. Previous experience working in or with countries of the Arab region is highly desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat; and Arabic is a working language at ESCWA. For this position, Fluency in oral and written English and Arabic is required. Knowledge of French is desirable.
