Conduct a SWOT analysis to: Analyze the competitive landscape and identify partnership opportunities. Advise how IWMI can position itself to respond to both the current and future funding environment. Identify and address risks through a risk management plan. Engage with and consult stakeholders, including government agencies (e.g. the Ministry of Water Resources); conduct an in-depth review of relevant donors/partners to support the development of the resource mobilization plan. Liaise closely with CGIAR center counterparts in Bangladesh including WorldFish and the International Rice Research Institute (IRRI). Develop a comprehensive resource mobilization strategy for Bangladesh with a concrete action plan in support of IWMI's priorities.

The strategy should include a donor landscape assessment, SWOT analysis, and risk management plan for IWMI in Bangladesh. It will be reviewed and revised as needed before the final version is created.
