    CONTEXT

    The World Food Programme (WFP) is the worldโ€™s largest humanitarian organization dedicated to saving lives and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience. In Cameroon, WFP plays a crucial role in addressing food insecurity and malnutrition, particularly in regions affected by conflict, displacement, and economic challenges. In response to the severe food crisis affecting Cameroon, the World Food Programme (WFP) has been implementing the Emergency Food Crisis Response Project PULCCA. The project's primary objective is to mitigate the adverse impacts of the food crisis by providing timely and effective assistance to the most vulnerable populations. This project is structured to provide integrated, holistic support to vulnerable households, with a focus on women, children, and economically active members of affected communities. The activities are sequenced in a complementary manner, allowing beneficiaries to progressively advance to resiliencebuilding activities to optimize long-term impact. The integrated program provides nutritional support to households, home-grown school meals for children, and livelihood- and resilience-enhancing activities, including market access, value chain development, and support for agricultural production.

    Within WFP, the Research, Assessment, and Monitoring (RAM) unit is vital for the effective design, implementation, and evaluation of programs. The RAM unit is responsible for conducting vulnerability assessments, monitoring program outcomes, and providing evidence-based insights that guide strategic decision-making. This unit ensures that WFPโ€™s interventions are data-driven, targeted, and aligned with the needs of the most vulnerable populations. Effective targeting, comprehensive studies, robust monitoring, thorough evaluation, and timely reporting are essential for the success of a project. Effective targeting ensures that resources and support are allocated precisely to those who need them most, thereby maximizing the impact and efficiency of the interventions. Comprehensive studies offer a detailed understanding of the local context and specific needs. Robust monitoring provides continuous oversight of project activities, facilitating real-time adjustments and ensuring that the project remains on track to achieve its objectives. Finally, timely reporting keeps stakeholders informed and engaged by providing transparent updates on progress, challenges, and results. Together, these elements create a cohesive framework that supports informed decision-making, effective resource use, and continuous improvement, ultimately contributing to the projectโ€™s success

    In this context, WFP seeks to recruit a Research Assessment and Monitoring (RAM) Consultant to oversee RAM-related activities related to the PULCCA project, as outlined below. The incumbent will play a key role in ensuring the effective implementation of the project by ensuring that interventions are well-targeted, results are measured and analyzed, and reports are produced in a timely manner to inform strategic decisions.

    Accountabilities /Responsibilities

    1. Oversee the implementation of VAM, M&E, and CFM activities, with a special focus on the PULCCA project, at the CO level and in close cooperation with Field Monitors, Cooperating Partners (CP), government partners and representations, as well as the PULCCA project management unit (PMU) and other relevant colleagues.

    2. Ensure the integration of project requirements into the M&E framework in accordance with WFP standards.

    3. Collaborate with field teams and local partners to ensure accuracy and fairness in beneficiary and cooperative targeting.

    4. Maintain regular consultations with relevant ministries and government partners to align M&E activities with national priorities.

    5. Represent WFP in technical meetings with government partners, other UN agencies and key partners and stakeholders.

    6. Analyze collected data to evaluate the effectiveness of interventions and propose strategic adjustments as necessary.

    7. Develop and disseminate information products reflecting VAM and M&E findings, including visualization tools such as dashboards and maps.

    8. Conceive and lead feasibility studies to assess the suitability of cash-based assistance in various regions, considering factors such as market conditions, security, and beneficiary needs.

    9. Design and implement impact studies to evaluate the effectiveness and outcomes of cash assistance programs, ensuring that the findings are integrated into future programming strategies.

    10. Support the RAM unit with various technical needs, including organizing and facilitating meetings, assisting in the execution of research studies, and ensuring the alignment of field activities with strategic goals and corporate guidelines.

    11. Draft detailed monthly and quarterly progress reports, including monitoring results, data analysis, and recommendations for continuous project improvement.

    12. Ensure timely submission of all reports to WFP, PULCCA PMU and relevant partners.

    13. Provide ongoing training to field teams and local partners on best practices in monitoring & evaluation and reporting.

    14. Develop training guides and tools to enhance the capacity of local stakeholders to conduct VAM/M&E activities.

    15. Collaborate with other units and agencies to contribute to the development of comprehensive strategies, ensuring that they are evidence-based and aligned with WFP's overall objectives.

    16. Prepare and deliver presentations on study results, impact assessments, and other relevant findings to stakeholders.

    17. Develop and produce detailed cartographic representations to support data-driven decision-making.

    18. Coordinate academic partnerships and mentor volunteers, providing guidance on research methodologies, data collection, and analysis techniques.

    19. Develop and implement innovative approaches, such as the creation and utilization of QR codes in WFP's operational processes, to enhance the efficiency and effectiveness of assistance programs.

    20. Assist management in the preparation and presentation of information during strategic meetings, ensuring that data and findings are effectively communicated to inform decision-making.

    21. Any other duties as required.

    Qualifications & Experience Required

    Education: A Masterโ€™s degree in a relevant field such as Economics, Statistics, Development Studies, Social Sciences, or a related discipline.

    Experience: Minimum of 4 years of professional experience of progressively responsible experience in monitoring and evaluation, vulnerability analysis and mapping, or related fields, at least half of which of direct work experience with a UN agency or international organization preferred, or applied knowledge of the humanitarian, development and/or peace building architecture would be an asset.

    Knowledge & Skills

    โ€ข Proven experience in managing M&E frameworks for largescale projects, including the design and implementation of feasibility and impact studies.

    โ€ข Demonstrated experience in working with government partners and stakeholders, with a focus on aligning project activities with national priorities.

    โ€ข Ability to effectively collaborate and communicate with stakeholders at all levels, including government partners, field teams, and community representatives.

    โ€ข Experience in leading cross-functional teams and coordinating with multiple stakeholders to achieve project objectives.

    โ€ข Strong proficiency in the use of software for statistical analysis tools, and other relevant technologies (e.g., SPSS, Stata, R), and data analysis and visualization tools and IA including R, Python, Tableau.

    โ€ข Proficiency in data visualization tools and techniques, including dashboard creation and GIS mapping using QGIS software.

    Familiarity with WFP's operational procedures, particularly in the context of emergency response and resilience-building activities, is an advantage.

    โ€ข Experience in developing and implementing innovative solutions for operational efficiency.

    โ€ข Capacity and attitude to learn quickly and work in a team.

    Languages: Oral and written working knowledge of French and English required.
