International Water Management Institute (IWMI) on behalf of Global Water Partnership - South Asia (GWP-SAS) seeks applications from suitably qualified candidates for a consultancy assignment under the project titled \"Sri Lanka Green Climate Fund (GCF) Readiness Project\".

Background

The Global Water Partnership\u2019s vision is a water secure world. Our mission is to support the sustainable development and management of water resources at all levels.

The Global Water Partnership Organization is currently serving as a Delivery Partner for implementation of Green Climate Fund (GCF) Readiness projects in 5 countries: Zambia, Somalia, Sri Lanka, Eswatini, Central African Republic. In these countries, GWPO works closely with the GCF National Designated Authorities (NDA) to implement these Readiness projects.

GWP South Asia Regional Water Partnership (GWP SAS), located in Colombo, Sri Lanka and hosted by the International Water Management Institute (IWMI), currently coordinates several country-driven water & climate resilience activities in Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka. In Sri Lanka, GWP South Asia RWP will play a central role in executing several projects namely, Global Water Leadership Project and Water Storage Project in addition to the GCF Second Readiness Project and other Programmes.

Scope of Work

Responsible for reviewing project documents and agreements, understanding the donor requirements, GWP SAS reporting requirements for project implementation and extracting data from IWMI SAP system with the support of IWMI for reporting. Timely and accurate full cost recovery for GWP SAS Staff Time on GCF Project Liaise with National Project Coordinator of GCF Second Readiness Project on all the finance matters. Successfully update budget revisions/amendments in the system in consultation with IWMI Finance team and timely actions for the project budget related queries in consultation with National Project Coordinator & Regional Coordinator. Ensure timely collection of monthly timesheets of project staff and create and maintain a repository which will be ready accessible for audit purposes. Support the Time management process by creating line items, updating staff rates & various other recovery rates as and when changes occur. Liaise with Finance/Administration Officer of GWP SAS and gather data to support financial aspects of the project implementation. Analyze the actual cost related to the projects in detail based on the individual staff time booking & preparing reconciliations where required. Responsible for monthly, quarterly and annual financial reporting, Liaise with auditors on the issuance of annual audited financial reports for GCF Sri Lanka by providing documents & information as needed. Follow-up on any issues raised in the GWP SAS regional audit report. Ad-hoc reports as and when required. Track contractual commitments, payables and receivables of the project and ensure that they are correctly recorded. Reconcile GWP SAS GCF bank account balance monthly. Liasie with IWMI finance team to ensure that the fund transfers are arranged to settle GCF transactions. Prepare and submit fund disbursement request to GWPO in line with the project workplan and availability of funds with GWP SAS. Ensure that expenditures from cash advances are reported correctly, reconciled and any remaining funds are deposited to GCF account. Liasie with IWMI finance and procurement teams to carry out project related procurement activities in line with IWMI\u2019s procurement policy. Create and maintain a repository for the procurement files and contracts which will be readily accessible, Ensure timely submission of reports to GWPO and the donor. Attend all the GCF related administration functions such as workshop arrangements,

Duration: 12 months from August 2023 to July 2024

Requirements

Interested applicants are required to have the following qualifications and experiences at minimum:

A university degree in accounting, finance or relevant field and part qualification in CA, ACCA or CIMA. 3 years\u2019 experience with good understanding of accounting, financial analysis and financial reporting principles and practices. Excellent knowledge of MS Office (MS Excel, Word) and familiarity with relevant computer software. Experience in SAP ERP software would be an advantage. Excellent analytical skills. Fluency in English. (Speaking, writing, and reading). Knowledge of Sinhala or Tamil is desirable.
