Consultant People - centered Food Systems: Fostering Human Rights - based Approaches Project - Uganda

Project context

The main objective of the project is to apply a human rights-based approach to food systems. More specifically the project aims to identify, characterize, and address constraints that impede marginalized and vulnerable food system actors from participating in decisions to realize their rights to food security, healthy diets, and improved nutrition outcomes; and fully contributing to and benefiting from their food systems.

To achieve this objective the project seeks to build capacity, use advocacy, and develop accountability tools that better integrate human rights frameworks within food system policy and action in Cambodia, Ethiopia, Honduras, and Uganda and globally.

The \"People-centered Food Systems: Fostering Human Rights-based Approaches--\" is a 2020-2024 project supported by the Swiss Agency for Development and Cooperation and implemented by a consortium of academic institutions and international NGOs: Johns Hopkins University, IIRR, Rikolto and the Alliance Bioversity-CIAT.

Requirements

Description of the consultancy

As part of the activities implemented on the ground, a baseline survey was conducted during the first months of the project. We are now looking for a Ugandan national consultant to complete one element of this baseline, under the supervision of the People-centered Food Systems national team, the consultant's main task will be to complete a tabular framework of human rights declarations and related voluntary guidelines that details adoption and implementation of these instruments. This tabular framework (or) table will later inform the project baseline leveraging the latest/most recent data available at the national level. To this purpose, the hired consultant is expected to search and rely on secondary data sources (official website, official reports, and documents available online or in hardcopy) to the extent possible, and on face-to-face or call interviews when/if necessary, to complete the table. All information sources will have to be documented systematically. The consultant will be responsible for identifying the appropriate documents and people to interview to complete their assignment.

Timeframe

This is a consultancy maximum 4 months (estimated End Date: October 31st, 2023). The consultant could be an individual, a consulting firm or an NGO.

Consultant experience and skills

Some experience working with Human Rights instruments and other related UN documents such as:

• The Declaration on the Right to Development
  
• The Declaration on the Rights of Indigenous Peoples (UNDRIP)
  
• The Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities
  
• The Declaration on the Rights of Peasants and other People Working in Rural Areas (UNDROP)
  
• The Voluntary Guidelines on Land Tenure etc.
  
• Is desired as it will be useful for an effective and efficient delivery.
  
  

  Expected Payment Schedule
  
  

  • First payment (20%) - start of contract.
    
  • Second payment (80%) - Delivery of Table 2 fully completed and associated annex by the last day of the consultancy, and correctness of the content checked and confirmed by the People-centered Food Systems national team.
