Purpose of consultancy
Under the supervision of the Pacific Climate Change and Environment (PCE) Team Coordinator, the consultant will provide programme management support to the GCF Readiness Project โEnhancing the resilience of health systems to climate change and emerging pandemics in the Republic of Marshall Islandsโ.
Background
The Republic of the Marshall Islands (RMI), a small island developing state, faces significant health risks due to climate change, including increased vulnerability to communicable and non-communicable diseases, limited access to sanitation, and ongoing outbreaks like dengue fever. Despite relatively high access to clean water, health service delivery is fragmented due to funding shortages and limited health workforce capacity.
While progress has been made in climate and health planning, RMI still needs stronger coordination, strategic frameworks, and knowledge generation to build climate-resilient health systems. The countryโs Nationally Determined Contributions (NDC) emphasize the importance of localized, context-specific health adaptation strategies.
To support these national commitments, the project โEnhancing the resilience of health systems to climate change and emerging pandemics in the Republic of Marshall Islandsโ will support the country in strengthening institutional capacity, improving coordination across sectors and regions (including remote islands), and enhancing strategic planning. This includes training health workers, integrating climate-health data, and conducting vulnerability assessments. The initiative will directly benefit health professionals and indirectly support the entire population of RMI (approx. 58,000 people) by reducing climate-related health risks.
As the project reaches the closing stages, there is the need for additional project management support to help the project close out successfully, including through proper documentation of lessons learnt.

Job Description
Under the supervision of the PCE team coordinator, the consultant will carry out the following activities:
- Provide the GCF Project with comprehensive project management support.
- Support project communications and visibility efforts, including the development of communication materials and success stories.
- Contribute to knowledge management and learning by organizing and maintaining project documentation, supporting the development of technical outputs and lessons learned and best practices documentation.
- Support designing and preparation for final best practices workshop and for ensuring successful project closure meetings and reporting.
Perform any other tasks as assigned by supervisor.

Expected Outputs and Deliverables:
Submission of a monthly progress report along with outputs identified in the course of the work. Expected deliverables include:
Output 1: Provide the GCF Project with comprehensive project management support.
- Deliverable 1.1: Maintain and monitor the project workplan and weekly tracker to ensure project deliverables are on track.
- Deliverable 1.2: Chair weekly project meetings and ensure timely circulation of meeting minutes and highlighting and updating of action points in preparation for the next meeting.
- Deliverable 1.2: Inputs to project reports, quarterly progress reports, and financial statements.
- Deliverable 2.1: Monitoring and updating the list of procurements for project implementation and drafting TORs and related documentation to process procurement of services, where required.
- Deliverable 1.3: Maintain internal repository of all project-related documents and reports.
ยOutput 2: Support project communications and visibility efforts, including the development of communication materials and success stories.
- Deliverable 2.1: Support development of communication products for GCF, as well as its dissemination plan.
- Deliverable 2.2: Support in preparing procurement documents for the communication-related activities, where relevant.
ยOutput 3: Contribute to knowledge management and learning by organizing and maintaining project documentation, supporting the development of technical outputs and lessons learned and best practices documentation.
- Deliverable 3.1: Support for the finalization of the climate and health communications plan for RMI.
- Deliverable 3.2: Support the write up of the health care facility and community KAP assessment report for the assessments on Jailut and Ailuk (and potentially other) atolls.
- Deliverable: 3.3: Support on the integration of the health care facility and community KAP survey results into the national level Vulnerability and Adaptation Assessment
- Deliverable 3.4: Review the national level Vulnerability and Adaptation Assessment and gap analysis reports to ensure quality deliverables.
- Deliverable 3.5: Support in the development and review of the final project best practice guidance document.

ยQualifications, experience, skills and languages
Educational Qualifications
Essential: A university degree with specialization in international development, project management, public health, environmental research, social sciences, or another field relevant to the position.
Desirable: Advanced degree or qualification in project management, international development, social sciences, or business administration.Experience
Essential: At least two years of experience in Project Management support for climate change and health projects.
Desirable: Experience of providing project management support for climate and health projects in the Pacific.
