DUTIES AND RESPONSIBILITIES

Under the supervision of the iClimateAction Coordinator and the Head of Communications at the World Meteorological Organization, in close consultation with the GEO Secretariat Chief of Partnerships and Communications, the GCOS Scientific Officer, in alignment with the editorial and brand guidelines of WMO, GCOS, GEO and the European Union, the Consultant will perform the following duties:

1. Project Management and Coordination:
- Support the Project Coordinator in the day-to-day management of the project.
- Monitor the progress of work packages, deliverables, and milestones in line with the Grant Agreement and Description of Action (DoA).
- Monitor compliance with timelines and deliverable quality.
- Maintain up-to-date project records, including deliverables, meeting minutes, and correspondence.

2. Financial Monitoring, Compliance & Quality assurance:
- Ensure compliance with EU financial regulations and Horizon Europe guidelines.
- Monitor project budgets, expenses, and contributions from the 3 participating bodies.
- Coordinate financial reporting, including cost statements and justifications.
- Support audits and reviews by preparing and organizing required documentation.
- Oversee quality assurance of all project deliverables and milestones through Quality Management Reports (QMR).

3. Reporting and Regulatory Requirements:
- Prepare and submit periodic reports (technical and financial) to the European Commission or relevant agency.
- Support the preparation of dissemination and exploitation reports.
- Ensure adherence to ethical and data protection requirements.

4 Communication and Engagement Strategy:
- Upon request, support communication strategy of the project, and coordination with consultants.
QUALIFICATIONS
Education
Advanced university degree (Master's or equivalent) in Business Administration, Political sciences, international relations, or a related field.
Experience
- At least 1 year of relevant professional experience in project management and/or communications, preferably in international or EU-funded projects.
- Proven experience with financial monitoring, reporting, and compliance in line with EU or international donor requirements.
- Demonstrated track record in organizing multi-stakeholder meetings and supporting international partnerships.
- Experience of working across multi-disciplinary teams / inter-agency teams.

Other requirements
- Strong project management and organizational skills, including monitoring and reporting on deliverables and KPIs.
- Excellent communication skills, with experience in writing communication and dissemination plans.
- Familiarity with the UN system and global environmental governance processes (e.g., UNFCCC, CBD, UNCCD) and with WMO, GCOS and/or GEO organizations.
- Familiarity with Horizon Europe or similar international research funding frameworks.
- Knowledge of EU visibility standards, data protection, and ethical compliance.
- Ability to work independently, collaboratively across institutions and adapt to complex, multi-partner environments, managing competing priorities, and deliver high-quality outputs in fast-paced, multilingual environments.

Languages
Excellent knowledge of English. Knowledge of other official languages of WMO would be an advantage.
