To strengthen risk management and implementing partnership practices across UNICEFโs MENA region by advancing the sanctions workstream, developing practical compliance and audit-informed guidance, supporting engagement with Supreme Audit Institutions, and strengthening country office delegated authority frameworks. The consultant will work closely with the Risk Management Unit to ensure that country offices are equipped to meet evolving compliance requirements and audit expectations, manage sanctions-related risks through appropriate guidance and tools, and apply a consistent and risk-informed framework for SAI engagement where applicable.
Scope of Work:
Sanctions Workstream: Advance regional sanctions guidance and reference resources incorporating lessons learned, and tailoring guidance for country offices.
Guidance Creation: Develop guidance documents based on audit findings and country office needs.
SharePoint Site Development: Design and launch a SharePoint site as a repository for guidance, case studies, other resources and tools.
SAI Engagement: Support planning and implementation of SAI engagement for HACT activities.
Review CO ToAs: Reviewing and providing input on CO Tables of Authority (ToAs) and release strategies, with a focus on alignment with the office's risk profile, budget, and operational context. The consultant will propose adjustments for submission to the Deputy Regional Director Operations and Comptroller for approval. This review will encompass both Country and Field Offices.
This consultancy is onsite at UNICEFโs MENA Regional Office in Amman, in view of the operational and coordination intensive nature of the assignment. The delivery of key outputs, including the review of Country Office Tables of Authority, development of sanctions and compliance guidance, SharePoint site design, and support to SAI engagement, requires continuous, in-person collaboration with the Risk Management Unit, including close daily coordination with team members across all deliverables, as well as with Regional Operations, ICT, Finance, and other relevant sections. Physical presence in the office is therefore essential to ensure effective cross-functional collaboration, alignment within the risk management team, timely decision-making, and quality assurance of deliverable.

Education: Enter Disciplines: Master or equivalent (Advanced University Degree) in Business Administration, Strategic Management, Statistics, Accounting, Financial Management, Operations Management, Risk Management, Audit, Investigation, Internal Control, Data Analysis and any other related fields.
Work Experience:
โข At least 5 years of relevant work experience in Operations, Audit and Investigation, Budget management, Financial Management, Risk Management, Compliance Management, Fraud Risk Management and any other related fields.
Language Requirements: Fluency in English.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
