Purpose of consultancy:

The Humanitarian Learning Coordinator will be responsible for overseeing the implementation of a number of key learning and knowledge management initiatives, from tools development to implementation, that support the strengthening of UNFPA and partners humanitarian capacity of its personnel.

The world is facing an unprecedented set of challenges that threaten the achievement of the 2030 Agenda, including UNFPAโ€™s transformative results. Humanitarian emergencies are expanding, and with them the gap between needs and resources to address those needs. The implications on Sexual Reproductive Health (SRH) and Gender Based Violence (GBV) are severe.

Strong coherence and efficiency in delivery of evidence-based programming, including the availability of appropriately trained humanitarian personnel, are required for UNFPA to continue to deliver on its mandate.

From the onset of the COVID-19 pandemic, UNFPA Humanitarian Response Division (HRD) has been scaling up on its remote assistance, offering numerous distance and virtual support mechanisms taking advantage of a range of technologies and current developments in web technologies and increasing access to mobile applications. In the field of capacity building UNFPA has initiated remote based learning, coaching and support through virtual and distance means covering a number of critical topics linked to SRH and GBV in emergencies.

Building on this experience, HRD supports UNFPAs capacity development for humanitarian preparedness and response, through the development, translation and dissemination of tools, guidance and training material aimed to allow staff to grow knowledge and competencies relevant to UNFPA emergency preparedness and humanitarian response, and with the the ultimate goal to ensure quality of programs and services.

In a context of expanding crises and significant change in the multilateral environment, UNFPA is seeking to engage a Humanitarian Learning Coordinator to lead on a number of key initiatives and commitments in support of the HRD learning approach.

Scope of work:

Coordinate overall Humanitarian Division learning and knowledge management needs (30%)
โ— Coordinate and provide instructional design expertise and the development of instructional webinars and/or distance-learning programme, in-person training events that support HRDโ€™s learning needs;
โ— Support the enhancement of UNFPA humanitarian knowledge and capacity with updating, maintaining, and upgrading the Humanitarian Academy that can also eventually facilitate a space for community of practice for humanitarian profiles;
โ— Use instructional design methodologies and work with subject matter experts to design new learning contents or to adapt existing ones. Maximize learning impact by using best practices in adult learning and adopting the latest learning technologies and tools when appropriate;
โ— Moderate social learning and facilitate discussions among participants or groups of colleagues or partners to maximize sharing of knowledge and experiences in particular through a community of practice.
Ensure effective organization and coordination of distance and blended learning initiatives (20%)
โ— Coordinate face-to-face and e-Learning programmes, including project management of content development with subject matter experts.

The incumbent will report to the Deputy Director, Humanitarian Response Division.

Humanitarian Response Divisions consultancies are under the overall guidance of the HRD Director. All final products and deliverables need to be approved by the Director.

Expected Travel:

Travel for Surge Training and Assessments as required (approximately twice per year and for approximately one week in duration, depending on training schedules and safety and security considerations).

Required Expertise and Qualifications:

Education:
โ— Masterโ€™s degree, preferably in one of the following areas: human resources, international relations, education, social and behavioral science, humanitarian response, business administration, political science or other related fields.

Knowledge and Experience:
โ— Minimum of five years of professional experience in the development and delivery of adult learning programs, including virtual learning programs
โ— Experience working in the field of knowledge management and different approaches, ideally including the development of communities or practice and use of ICT/web-based systems
โ— Knowledge on UNFPA mandate and its application in humanitarian contexts is a distinct advantage;
โ— Flexibility and adaptability and ability to manage multiple tasks concurrently;
โ— Initiative, sound judgment and demonstrated ability to work harmoniously with staff members of different national and cultural backgrounds;
โ— Ability to communicate effectively;
โ— Experience with UN administrative and operations processes is desirable;
โ— Fluency in English and another UN language is desirable

Other requirements:

The incumbent may be required to travel at least 2-3 times a year for up to a week at a time.

Languages:
โ— Excellent written and spoken English.
