The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 38 Counter-Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. enhance

The assignment will be performed to contribute to the range of technical and capacity-building instruments being delivered as part of the UN Global Programme on Security of Major Sporting Events, and the Promotion of Sport and its Values as a Tool to Prevent Violent Extremism implemented by the Special Projects Section of the Special Projects and Innovation Branch of the Office of Counter-Terrorism (OCT). The Consultant will work in consultation with the Programme Management Officer of the Special Projects Section, Mr Valerio de Divitiis, and under the overall supervision of the Chief of Section, Senior Management Officer, Ms Guadalupe Megre.


The Consultant will assist in the design, develop and technical review of e-learning material and courses and support the delivery of further programmatic actions and content by:
- Reviewing the currently proposed e-courses outline.
- Presenting a comprehensive expert feedback to ensure thematic and logical coherence aimed at achieving approval from the Global Sports Programme co-implementing partners.
- Providing the final content of the e-course comprising seven modules (45 each) for final review and adoption within the framework of the Global Sports Programme.
- Coordinate the launch of the e-courses of the Global Sports Programme.
- Providing expertise and knowledge on best practices related to implement and develop Security and Preventing and Countering Violent Extremism e-learning materials.
- Assisting the management of the e-learning courses on the UNOCT Connect & Learn platform, including enhancing and monitoring involvement of participants.
- Developing a set of training methods using sport as a tool for preventing violent extremism for Technical Assistance Programmes.
- Providing expertise on tailoring the scope of training materials to a variety of stakeholders.
- Advising on the operationalization of the Global Sport Programmeโ€™s Handbook on โ€œPreventing Violent Extremism through Major Sporting Eventsโ€, including the development of action plans and the delivery of measures.
- Supporting the development and implementation of an Action Plan on the Prevention of Violent Extremism for the 13th African Games in Accra 2023.
- Providing advice and developing ad hoc initiatives for engaging Member States, Civil Society and Sport Federations on Sport for PVE.
- Advising the programmatic team regarding new initiatives on sports for the prevention of violent extremism in line with the SDGs.

The identified tasks will help to operationalize UNOCT capacity building through the Connect & Learn platform. The modules will build upon a programmatic publication on the same topic and other related documents. Qualifications/special skills

Advanced university degree (Masterโ€™s degree or equivalent) in Security, Law, International Relations, International Law, Human Rights Law, Criminology, or another relevant field. Master-level degree is desirable
A minimum of 5 years of work experience in crime and violent extremism prevention, international law, human rights and development matters is required
Work experience with a focus on the prevention of violent extremism conducive to terrorism is an advantage.
Proven experience in the development of training, analysis of information collected through different sources, and formulation of action-oriented recommendations is required.
At least three publications on major sporting event (MSEs) and human rights and/or MSEs and PVE or related themes are required. Good knowledge of United Nations and other counter-terrorism conventions, instruments and strategies are an asset. Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required
