Mission and objectivesThe United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 43 Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The UN General Assembly establishes the priorities of UNOCT through the resolutions of the biennial Review of the UN Global Counter-Terrorism Strategy. The Office works closely with UN Member States, UN entities, civil society, international and regional organizations, academia and other stakeholders strengthening existing and developing new partnerships to effectively prevent and counter terrorism.

ContextThis UNV assignment will support the EU-UN Global Terrorism Threats Facility located in Rabat (Morocco). The EU-UN Global Terrorism Threats Facility is part of the Counter-Terrorism Committee Executive Directorate (CTED) Liaison Section in the Office of the Under-Secretary-General for Counter-Terrorism, UNOCT. The UNV will work in close coordination and collaboration with the Communications Unit in the Office of the Under-Secretary-General, UNOCT and seek OUSGโ€™s approval for all the communications material, in accordance with UNOCT internal procedures (SOP4). The EU-UN Global Terrorism Threats Facility was established in April 2022 in co-operation with and funded by the European Union to enable the United Nations to provide rapid and flexible support to Member States facing an urgent or evolving terrorist threat or situation. The Facility helps Member States increase their capacities to detect, prevent, counter, respond to and investigate terrorist threats while ensuring respect for international law, including human rights law, international humanitarian law and refugee law, in line with the UN Global Counter-Terrorism Strategy and requirements from relevant Security Council resolutions. The Facility operates in coordination with other programmes and projects of the United Nations and the European Union on preventing and countering terrorism and violent extremism conducive to terrorism to create synergies and maximize impact. This includes engagement with the UN Resident Coordinators, UN Country Teams, and the network of counter-terrorism experts in EU Delegations. The Communications Support UNV will assist in enhancing visibility of the joint efforts and achievements of the United Nations and the European Union through the Facility by contributing to public communication, including through social media, and the organization of visibility events.

Task DescriptionThe Communications Support officer will work under the supervision of the Facilityโ€™s Senior Programme Management Officer, with additional supervision by the Head of the Communications Unit in the Office of the Under-Secretary-General, UNOCT, to perform the following tasks: Communications: โ€ข Support the review and strengthening of the Facilityโ€™s communication approach. โ€ข Conceptualize, propose and develop communications activities and products to enhance visibility of the Facilityโ€™s work and achievements. โ€ข Coordinate the timely development and implementation of communication plans for each support packages delivered by the Facility, in close consultation with the responsible Facility project managers and the Communications Unit. โ€ข Draft and edit written communication materials, such as newsletters, press releases, web stories, and factsheets, highlighting the beneficiariesโ€™ perspectives and ensuring alignment with visibility guidelines from UNOCT and the funding partner. โ€ข Develop content on the work of Facility for publication through UNOCT social media channels (including X, LinkedIn). โ€ข Coordinate and contribute to the development of photo and video documentation on the work and achievements of the Facility for the purpose of reporting and communication. Visibility Events Coordination: โ€ข Propose, plan and organize project-related visibility events. โ€ข Liaise with stakeholders, partners, and vendors to ensure smooth event operations. โ€ข Support the development of event materials, including concept notes, agendas, presentations, opening remarks and participant lists. โ€ข Manage event logistics, including venue setup, registration, and post-event follow-up. The UNV is not to perform staff functions or any core functions involving any relevant administrative, managerial, and financial functions that may require delegation of authority and approving/certifying functions or supervision of staff members.

Living conditions and remarksMorocco is a Middle-Income Country with a population of 35.3 million. Illiteracy (some 30%), poverty (some 4.8% of the population), unemployment (10 15 %), life expectancy at birth (70 %), and infant king on the UN Human Development Index. However, since the last decade, the country has undergone political, institutional, and demographic transitions. The country is in security phase I following the increase of the terrorist threat including against the UN. The climate in Rabat and coastal areas is mild with hot summers and wet and rainy short winters. Accommodation (apartments, studios, villas) is available at reasonable charges. Public transportation, including the train system (which has a good safety record) is inexpensive and connects all the major centers in the country. Taxis are in abundance in large cities such as Casablanca and Rabat. Many hospitals and private clinics of international standards (at least 9), offering all services are available at the duty station, in Rabat, and several of these have agreements with the UN insurance company Allianz Care. Likewise, other para-medical services, and pharmacies open 24h are available in Rabat.
