Consultancy for a Senior Technology Advisor in Blockchain, Web3, and Emerging Technologies (Head of Operations) (LAB/LAB)

In this context, in 2019, IDB Lab launched the regional program called the \"Global Knowledge Alliance for the Development of the Blockchain Ecosystem in Latin America and the Caribbean (LACChain).\" LACChain was born with the purpose of accelerating the development of the social impact blockchain ecosystem in the Latin America and the Caribbean region. It is composed of 67 partners to date and has enabled the deployment of over 80 blockchain solutions, bringing services to 8.8 million beneficiaries. To achieve this, it launched the first global blockchain network in a production environment in 2022, with a level of service, technical support, and legal guarantees that will allow it to build on its progress to continue benefiting millions of people.
In this sense, the main purpose of this consultancy will be to help IDB Lab strengthen its capabilities for leveraging blockchain technology to improve its productivity as a laboratory that takes risks, learns from its experiences, creates, and shares knowledge based on the results obtained so that it can benefit the IDB Group and the various members of the LACChain ecosystem.
This consultancy aims to internalize in IDB Lab, as part of its value proposition as an innovation hub, the capabilities to provide highly specialized technological and infrastructure services in these emerging technologies. In particular, the goal at this moment is to build upon the progress achieved to expand IDB Lab's capacity in providing infrastructure and technology advisory services.
Within this context, IDB Lab is looking for a technology professional specialized in blockchain, Web3, and emerging technologies to coordinate, advise, and provide technical assistance to strengthen IDB Lab's capabilities for maximum utilization of these technologies.
About this job position:
The objective of the consultancy is to contribute to strengthening the technological development and operational capabilities of IDB Lab as a leading entity globally in new technologies, particularly blockchain and Web3.
What you'll do:
The Consultant should support in defining, leading, and executing the technological development and operation strategy of IDB Lab in the field of blockchain, Web3, and other emerging technologies, ensuring the excellence of the provided technological services. The main functions are detailed here:
- Support in the development of internal capabilities:
ü Support and strengthening of IDB Lab's capabilities in these technologies for the utilization of their impact capabilities.
ü Direct technological advice for the corporate use of these technologies.
ü Support to the country offices of IDB Lab by accompanying them in dialogues with public entities, private entities, and development entities interested in the application of these technologies.
- Coordination in the design and implementation of projects:
ü Technological advisory to the IDB Group specialists in identifying and preparing strategic projects and ventures based on these technologies.
ü Continuous coordination with the LACNet technical team for the continuous improvement and adaptation of the infrastructure according to the observed project needs.
ü Continuous coordination with the LACNet communication team for generating knowledge products about the network and use cases.
ü Collaboration with the Tech Lab of the technology department.
- Participation in knowledge activities:
ü Participation in academic programs and international standardization groups to strengthen IDB Lab's position in these technologies.
ü Development and collaboration in thematic research and knowledge products related to these technologies and their applicability.
ü Generation of knowledge materials (articles, demos, interviews) about the projects developed in the LACChain ecosystem.
ü Participation in strategic events to promote and position IDB Lab as a leading entity in accelerating the real-world use of these technologies in Latin America and the Caribbean.
ü Collaboration with the Tech Lab of the technology department.
- Supervision of technical teams with profiles of project managers and software developers.
- Definition, development, and communication of a technological development strategy aligned with IDB Lab's objectives in blockchain, Web3, IoT, digital credentials, digital wallets, and quantum technologies.
- This involves identifying relevant technological trends an determining how they can be leveraged for the benefit of IDB Lab's positioning in the field.
- Advising the supervision of work plans for the development of tools and resources for digital wallets within the framework of the generalization of Web3 solutions, in coordination with LACNet.
- Participation and contribution to international standards working groups on blockchain, Web3, and other emerging technologies.
- Supervision and updating of the project impact dashboard, in coordination with the LACNet team.
- Coordination of technology trend working groups with members of the LACChain ecosystem.
- Other related functions, as required.
Delivery Schedule and Payments:

Delivery 1:
- Deliverable 1A: Initial report including the strategy, work plan, and actions to be carried out to fulfill your functions. The report will be reviewed and subject to supervisor's approval and should be submitted within 30 (thirty) days from the contract start date.
- Deliverable 1B: Analysis, summary, and presentation of all projects that use the LACChain networks. Development of a taxonomy by country, industry, impact potential, source of financing, technologies used, and standards followed
- Deliverable 1C: Feedback and recommendations to improve impact dashboards.
