Duties and Responsibilities

The United Nations Human Settlements Programme, UN-HABITAT, is the United Nations agency for Human Settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. In October 2016, at the UN Conference on Housing and Sustainable Urban Development - Habitat III member states signed the New Urban Agenda. This is an action-oriented document which sets global standards of achievement in sustainable urban development, rethinking the way we build, manage, and live in cities. Through drawing together cooperation with committed partners, relevant stakeholders, and urban actors, including at all levels of government as well as the private sector, UN-Habitat is applying
its technical expertise, normative work and capacity development to implement the New Urban Agenda and Sustainable Development Goal 11. the post is located in Somalia Programme, Regional Office for Africa

The consultant will work under the direct supervision of the OiC Somalia Programme in close collaboration with other project team members

RESPONSIBILITIES

โ€ข Analyse all the necessary documents/training modules, existing training materials and the value chain analysis on construction sector to fully comprehend the current approaches to construction skills development and training in Somalia.
โ€ข Conduct a gap analysis to identify gaps in the existing trainings modules and recommendations on essential skills in building sites, priority expertise (e.g. masonry, pluming, asphalt paving, et.) and refining & revamping the existing training manual.
โ€ข Review, restructure, rewrite and expand the manual, provided by UN-Habitat, in order to develop a comprehensive and easy understandable training instruments for building supervisors, trainers, contractors, managers and both skilled and unskilled labourers working in construction sites.
โ€ข Revise and update existing training approaches ensuring it is comprehensive, current on training methodologies, approaches and environmentally sustainable.
โ€ข Update the facilitatorโ€™s training guide ensuring that it mainstreams inclusive approaches of community engagement, especially marginalised communities such as women, young people, displacement affected communities, people with disabilities and other vulnerable persons.
โ€ข Develop a construction sector specific Health and Safety standards and risk management manual. A concise Health and Safety charter ought to be developed in partnership with key stakeholders especially from the private sector. A short training session should be developed to operationalise the charter, which can subsequently be delivered at building sites.
โ€ข Develop an advocacy workshop that widens the participation of marginalised communities in the construction sector. The advocacy workshop and tools developed should apply human rights, social protection, gender and equality lens.

Qualifications/special skills

Academic Qualifications: advanced degree in civil engineering, architecture, physical geography, urban planning, project management or related relevant field is required. A first level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree
Experience: At least five years of experience in construction projects, manual development and provision of construction training is required
Relevant post-conflict field experience and familiarity with construction issues is an added advantage required
Language: Fluency in Oral and written English is required
