The ILO is issuing a call for expression of interest for the above position. This is an assignment of a purely temporary nature, not expected to lead to a career in the ILO. Duration is 12 months.

Introduction

The temporary position is located in the ILO Country Office for Pakistan (CO-Islamabad). The ILO is currently undertaking a project to renovate its Office buildings in Islamabad, Pakistan. The project involves the following activities: reinforcement of building structure, waterproofing of roofs and buildingโ€™s faรงade; treatment of damaged concrete; refurbishment of offices and services, replacement of IT, telephone, electrical and air-conditioning installations; refurbishment of conference room; upgrading of security installations and emergency fire exits as well as the reconstruction of the emergency shelter.
The Project Engineer contributes to the coordination and oversight of the renovation project of the ILO premises in Islamabad. The management of the renovation project includes scoping and design, planning, tendering, administrative follow-up as well as monitoring of the construction works on site.
The incumbent will work closely with the Project Management (PM) company during all stages of the renovation project.
The Project Engineer will report to the Director of the Country Office for Pakistan and will work under the technical guidance and oversight of the Project Coordinator in the Internal Services and Administrative Department (INTSERV) located in the ILO Headquarters.

Description of Duties

1. Check technical documents (design drawings, technical specifications, etc) prepared by the PM company; verify that they are clear, complete, and compliant with programmatic and construction needs. Undertake the established processes for their endorsement by HQ technical units.
2. Support the INTSERV project coordinator with the planning and coordination of the procurement processes. Provide inputs to Procurement for the preparation of contracts and contractual agreements with the PM company and with the General Contractor, as needed.
3. In collaboration with the Senior Operations Officer and the PM Company, analyse budget proposals ensuring that they reflect local market and contractual conditions, with a view to ensuring compliance with the ILO's Financial Regulations.
4. Provide technical advice and assistance to the ILO Country Director including in preparation for meetings with the local authorities, as required.
5. Ensure effective coordination with the PM company and the general contractor to avoid unnecessary interruption of services. Schedule coordination meetings, as needed.
6. Monitor the progress of renovation activities against the predetermined schedule and through daily communication with the project management team and the general contractor. Monitor the works in coordination with the PM company, to ensure compliance with agreed scope, standards, budget and timeline, and ensure timely reporting.
7. Participate in regular site visits and in the on-site weekly project meetings with the PM company and the general contractor. Report to the headquarters project coordinator, in particular on technical and project-related issues, potential work variations and risks and seek guidance.
8. Inspect and review, in collaboration with the PM company, the renovation works to ensure progress and quality and that the General Contractor fulfils all responsibilities to employees, particularly as regards identification of risks, risk mitigation, and safety, health and wellbeing. Monitor correct implementation of the recommendations of the construction health and safety coordinator.
9. Monitor and update the project risk register, raising issues as necessary to ILO management. Ensure project documentation is complete and up to date at all times.
10. Regularly monitor physical and financial progress and initiate appropriate action. Establish and maintain a system to monitor conformity. Manage and document variations and obtain approvals from the HQ project coordinator.

11. In collaboration with the PM company, validate the monthly progress report in order to certify works for payment. This includes Inspection of works under construction to verify compliance with the quantities, specifications and agreed construction methods. Participate in the commissioning and acceptance testing and ensure all deficiencies are registered in the โ€œsnaggingโ€ list.
12. Prepare briefings and presentations for the Governance Committee and draft the minutes of the meetings.
13. Assist in the development and implementation of an effective communication and stakeholder management strategy for ILO staff in collaboration with the Country Office for Pakistan.
14. Contribute to the development and implementation of the project close-out ensuring all project documents, etc. are maintained, works completed, as-built documentation and drawings are delivered, and outstanding contractual and financial matters are closed. Assist the Senior Operations Officer with the set-up of a maintenance plan for the office and the technical installations, including the contracting of the necessary maintenance contracts.
15. Perform other relevant duties as assigned.

Required qualifications

Education

An advanced university degree (Masterโ€™s or equivalent) in engineering, architecture or other relevant area.
A first-level university degree (Bachelorโ€™s or equivalent) in one of the afore-mentioned field(s) or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least 5 years of professional experience in construction projects in the context of construction and renovation of office facilities or the operations and maintenance of technical building systems is required. Relevant experience as project/works coordinator or manager in the context of construction/renovation projects.

Languages

Excellent knowledge of English. A working knowledge of an official national language of the duty station would be an advantage.

Competencies

In addition to the ILO core competencies, this position requires:

Good knowledge of the broad range of technical subject areas.
Good understanding of construction project cycles, from programme needs assessment, through planning, procurement and contracting, monitoring the execution of work and evaluation of project outcomes.
Understanding of public procurement principles and construction contract management.
Ability to oversee construction/renovation projects, including validation of cost estimates. Ability to effectively administer resources, coordinate and monitor project budget and funds. Competency in the use of relevant information technology systems. Ability to identify priority activities and assignments and to foresee risks.
Knowledge of the local construction market, regulation and practices would be an advantage.
Good drafting, communication and presentation skills. Organisational skills.
Tact and persuasiveness in dealing with people. The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
