THE OPPORTUNITY

To support access to economic opportunities, Plan International explored and supported community-based enterprise development (CBED) initiatives and invested in the digitization of life skills, pre-employment and CBED training to improve young people's digital literacy and complement available technical training provided by the government.

Plan International intends to build on the learnings and gains from the first phase of the project, Youth Connect 1.0, and expand to other underserved communities in the Philippines.

The You(th) Connect 1.5 Project will address gaps in youth training and decreased access to economic opportunities exacerbated by the COVID-19 pandemic. Aligned with the Western Union Foundationโ€™s mission of creating opportunities for young people in migration, the project will focus on three migration melting pots in Cebu, Maguindanao, and Western Samar, and support training opportunities, and access to community-based enterprises and employment in these areas.

In line with this, Plan International invites competent, experienced, and committed professionals to fill the following position.

The Community Development Facilitators will capacitate young women and young men โ€“ in their diversity to access decent and appropriate livelihoods. Train and organize community stakeholders including partners by facilitating situational analysis, planning, implementation, monitoring, and evaluation (SAPIME) in the context of Gender Equality and Inclusion, Protection from Violence, Inclusive Quality Education, Green Vocation and Skilling, Youth Economic Empowerment.

Further, as the Community Development Facilitator (CDF):

You will conduct โ€œGetting to Know Plan and the You(th) Connect Projectโ€ sessions with key community leaders, and secure their interests & commitments. You will facilitate project implementation based on the operational plan. You will facilitate support to local government units to promote the project through policy formulation and support to community campaigns. You will facilitate the participatory identification of youth for training. You will document community projects, activities, and processes highlighting the best practices. Plan International is a development and humanitarian organization. In exceptional cases, you will be asked to support emergency response activities in the communities in your assigned covered areas.

DO YOU HAVE WHAT IT TAKES?

To be successful in the role you will need among other things:

Degree in Social Science, Community Development, Education, or any related courses. Has knowledge and experience in Community Organizing/ Community Development; Program/ Project Management; Participatory Rapid/ Rural Appraisal, Gender Sensitivity, Gender, and Development; Child and Youth Protection, Green Vocation, and Skilling.
