Background:

This position is open for secondment only and participating States are kindly reminded that all costs in relation to an assignment at the High Commissioner on National Minorities must be borne by their authorities.

Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE High Commissioner on National Minorities (HCNM) promotes conflict prevention and integration of diverse societies. HCNM was established to identify and seek early resolution of ethnic tensions that might endanger peace, stability or friendly relations between OSCE participating States.

Tasks and Responsibilities:

As Communications Officer, you will work under the overall guidance and direct supervision of the Director of the Office of the HCNM and will perform the following tasks:

Taking the lead in planning, development and implementation of the communications strategy of the institution, and developing innovative approaches with a view to promoting awareness of the institution's conflict prevention work among relevant stakeholders; Devising and proposing opportunities for promoting the work of the High Commissioner on National Minorities, including through events; Assessing incoming media inquiries and outreach-related requests and providing advice on response modalities in consultation with relevant advisers; Overseeing preparation of outgoing information, including press releases, news items, media messages, brochures, booklets as well as correspondence, speeches and other external communication materials as required; and reviewing documents produced by the Communication and Editorial Assistant; Serving as the first line supervisor for Communication and Editorial Assistant as well other communication/ editorial staff; Performing other related duties as required.

Necessary Qualifications:

A first-level university degree in international relations, communications, journalism, information management, marketing, public administration or related area; At least six years of progressively responsible experience in diplomacy, communications, journalism, information management, marketing, public administration or related area is required; Experience in working with digital communication tools and web-based media; Experience in politically sensitive environments is desirable; Excellent oral and written communication skills in English; knowledge of another official OSCE language is an advantage; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.
