Result of Service

The Communications Assistant shall support the creation and implementation of the Office communications and advocacy strategies to increase the visibility and awareness of UN-Habitat with partners, the media and the public, and work with United Nations Communications Group (UNCG) to strengthen the image of UN Brazil. He/she will work in close collaboration with operational, technical and communications teams of UN-Habitat in Rio de Janeiro and local project teams, UN-Habitat Headquarters, staff of other UN Agencies, Government officials, media, multilateral and bilateral donors and civil society.

Duties and Responsibilities


The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.

The Regional Office for Latin American and the Caribbean โ€“ ROLAC โ€“ is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies.

UN-Habitat is starting a new project with the Municipality of Juiz de Fora named Territories of Citizenship: a territorial and social approach to achieve the SDGs in the city of Juiz de Fora and leave no one and no territory behind, with the objective to improve the definition and implementation of urban policies and public services targeting vulnerable urban populations in Juiz de Fora.
In order to meet with greater demand to implement the abovementioned project, the office of Rio de Janeiro is looking for a Communications Assistant to assist communications planning and implementation.

Report to UN-Habitat Manager

The Communications Assistant reports to the National Officer for Brazil, who will evaluate him/her.


Under the overall supervision of the National Officer for Brazil, the Communications Assistant will work in the following areas:

a) Social Media: Assist in the organisation and management of all the institutional social media channels (Facebook, Instagram, Twitter, etc). This work includes keeping a postsโ€™ calendar updated, responding to audienceโ€™s interactions, creating new content, supervising the creation of graphic design materials, support the production of analysis reports, among other activities.
b) Writing: Support the production of articles for institutional websites, namely UN Brazil and UN-Habitatโ€™s global page.
c) Media: Help increase media awareness and assist in the relationship with the press. This work includes writing press releases, answering media queries, helping to create a mailing list focused in urban issues, maintain the clipping, help analyse press coverage, assist staff in giving interviews, among other activities.
d) Events: Support the organisation and participation of staff in events and provide coverage.
e) Advocacy: Support the liaison with an established network of contacts for general information sharing and help to disseminate materials and information relevant to UN-Habitatโ€™s mandate. This work includes assisting in the preparation of dissemination materials (e.g. portfolios, fact-sheets, etc), ensure compliance with brand manuals, helping to identify opportunities for liaising with partners, among other activities.
f) Interagency and intra-agency cooperation: Assist in the cooperation with UN-Habitatโ€™s country, regional and global offices.

The consultant will be responsible for completing all courses or training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment.

The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Outputs/Work Assignment

The Communications Assistant shall support the implementation of communications activities according to the responsibilities indicated below.

Qualifications/special skills


โ— Excellent writing and proof-reading skills in Portuguese and English is required.
โ— In-depth knowledge and understanding of social media platforms (Facebook, Twitter, Instagram, YouTube, etc.) is required.
โ— Good computer skills in the Microsoft Office package (Word, Excel and PowerPoint), Microsoft Teams and Google (Gmail, Drive, Docs, Sheets and Forms) is required.
โ— Previous experience with the use of software such as Adobe package (especially Illustrator, inDesign and Photoshop) is desirable.
โ— Previous experience with the use of platforms such as Mailchimp is desirable.
โ— Basic skills in photography and video editing and production is an asset.
โ— Experience related to UN and/or any other international agency is an asset.

Academic Qualifications:

โ— Required:
Bachelor's degree in Communications, Journalism, Public Relations or related field is required, or additional three (3) years of relevant experience to the post, beyond the requirement.

โ— Desired:
Postgraduate degree (Lato Sensu or Stricto Sensu) in Communications, Journalism, Marketing or related field.


โ— A minimum of two (2) years of progressively responsible experience in professional communications at national or international level in progressively responsible functions.
โ— Experience in media relations and in managing and producing content for social media.
โ— Familiarity with and interest in urban and development issues and in the urban global agenda of the Organization is desirable.
โ— Previous experience working in the Brazilian context is desirable.


โ— English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office.
โ— For the post advertised, fluency in Portuguese is required. Working knowledge of English and/or Spanish will be considered an added advantage.

Knowledge Management

โ— The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization.
โ— The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development.
โ— The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating.
โ— The person will prepare databases related to the project running.
โ— The person will make sure that all relevant technical information will be adequately shared with the correspondent staff.
โ— The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency.


โ— Professionalism: Experience working in inter-institutional environment, project management, monitoring-evaluation; approaches and strategies with regard to good urban governance and local and regional development.
โ— Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines.
โ— Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences.
โ— Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments.

Additional Information

Travel details

The consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Travels will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines.
Note: During the COVID-19 pandemic quarantine, travel is not advised.


Six months upon the signature of the contract, with the possibility of renewal.

Remuneration (SB-3/1): BRL 4.041,42 (net amount).


Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
