Terms of ReferenceThis is a recruitment for a home-based consultant for a period of 9 months.
The Child Protection Unit (CPU) sits within the Field Protection Service. It provides technical support and guidance to field operations across humanitarian and refugee operations in operationalizing the Child Protection Policy, developing guidelines and tools, facilitating learning events, and coordinating and working with colleagues and partners to enhance the prevention and response strategies to protect forcibly displaced and stateless children.
UNHCR’s Child Protection Unit and Global Learning and Development Centre have been supporting the staff and partners learning to enhance quality child protection programming in the field.
In response to the 2021 Child Protection Audit and Evaluation, the CPU, in collaboration with the GLDC and relevant Units/divisions, designed several learning initiatives to support the operationalization of the Policy, including the development of an induction e-learning on child protection and a learning course on child protection programming to enhance the skills and knowledge of staff overseeing the planning, implementing and demonstrating results for child
protection. Building on this experience, and an earlier iteration of the programming for protection course, the foundations for a coordinated, integrated approach to programming for protection, including child protection is currently being formulated. Also, the Child Protection Unit and the Child Protection Area of Responsibility developed an online course on child protection coordination in mixed situations and are planning to update the content of the course and deliver it in 2024. In addition, UNHCR has worked closely with the Alliance for Child Protection in Humanitarian Action to support the Advocacy Working Group in developing inter-agency advocacy messages on child protection that will be finalized and launched in 2024..
In 2024, the CPU will finalize/ update several learning-related initiatives to support the operation in the implementation of UNHCR’s Child Protection Policy, which will be issued in early January 2024.
The position
UNHCR is seeking to hire a consultant to support the Child Protection Unit, GBV Unit and the GLDC with planned learning initiatives, including content development/ finalization, coordination and co-facilitation of learning initiatives, online and in person.
The consultant will:
Support the coordination, development and facilitation of Programming for Protection learning initiative, with specific focus on child protection component
Finalize the Child Protection Induction e-learning with the vendor and facilitate the launch activities in collaboration with the GLDC.
Coordinate the online training on child protection coordination in mixed situations, in collaboration with the CP AoR
Coordinate the Refugee Child Protection and GBV coordination learning series (possibly covering protection coordination as well), including developing content and supporting webinars.
Support the finalization of the inter-agency advocacy messages on child protection and guidance in collaboration with the Advocacy Group of the Alliance for Child Protection in Humanitarian Action.
Analyse the integration of child protection and GBV in the 2023 and 2024 Refugee Response Plans and develop a comparative narrative report and dashboard based on the findings.
Provide input into various learning initiatives.

Deliverables 1
Support the development of the Programming for Protection course materials (PPTs, case studies, post-course evaluation, etc.), based on existing Programming for Child Protection materials and new UNHCR Program Handbook.
Deliverables 2
Coordinate online learning on refugee child protection and GBV coordination, including development of materials and coordinating life sessions
Finalize the analysis of the integration of child protection and GBV in the 2023 and 2024 Refugee Response Plans and develop narrative report and dashboard based on the findings.

Finalize the Child Protection Induction e-learning and drafting of the dissemination messages
Coordinate the training including updating the agenda and the materials, when required, facilitating call for applications and selection of participants, facilitate the live sessions and after sessions follow-up, and draft the training report including the analysis of the pre-and post-test and training evaluation
The inter-agency advocacy messages on child protection and guidance finalised together with the Advocacy Working Group of the Alliance.

Support the delivery of the Child Protection component of the P4P during second half of the year

Support the evaluation of the Programming for Protection learning initiative, document lessons learnt and update the course materials accordingly.

Should the changes affect the workload or the list and timelines for deliverables, these Terms of Reference, consultancy contract and project documentation will be amended.
