Plan International is seeking qualified candidate of 01 key role for the anticipated USAID-funded Cambodia \"Employ\" initiative based in Cambodia. Recruitment is contingent upon the successful award of the project.

Responsibilities:

Provides day-to-day technical leadership and ensures high-quality delivery of the project. Manages, in coordination with the COP, partner and key stakeholder relationships and works with implementing partner organizations, the donor, and various stakeholders. Oversees the development of project reports, annual work plans, and other documents as required by USAID and the Government of Cambodia. Maintains a working knowledge of project budgets and expenditures, and assists the Finance and Operations Manager to set up and implement appropriate systems for project financials. Serves as Acting Chief of Party when the Chief of Party is unavailable. Ensures compliance in reporting to USAID, Plan International, Plan US National Office (USNO) and Government of Cambodia counterparts.

Requirements:

Bachelorโ€™s degree in Economics, Business Administration, International Development, social sciences, or a related field; Masterโ€™s degree preferred. Minimum 8 years of progressive international experience working in Cambodia and/or the Southeast Asia region. Substantial experience and knowledge working in youth development, including experience engaging with the private sector and other stakeholders using a positive youth development approach; Ability to establish strong working relationships with education sector stakeholders, private sector leaders, international donors, and other stakeholders. Demonstrated knowledge of gender transformative programming and experience in implementing programs with gender-focused components; Proven leadership qualities, excellent program and personnel management skills; Demonstrated ability to implement projects with rigorous timelines and deliverables and to track program quality through donor approved monitoring and evaluation systems. Work experience on USAID projects is strongly preferred. Fluency in English and excellent oral and written skills is required. Proficiency in Khmer is strongly preferred.
