Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
โข Second-level university degree in media studies, journalism, international relations or related field, or professional certification in media technology
โข Knowledge of international media standards and regulations
โข Very good oral and written English communication skills
โข Good analytical and interpersonal skills
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
Second-level university degree/certified training course in relevant field. Advanced degree in a management discipline an asset.
Experience:
Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position.

Tasks and Responsibilities
Under the direct supervision of the Director of the Democratization Department, the successful candidate will be tasked with the following duties:
Assisting and advising the Director on Departmental planning and policy as well as implementing and quality assessments of the Democratization Department' programme: Overseing the Departmentโs staffing requirements and personnel issues, including all phases of recruitment in close liaison with HR; Serving as Acting Director of the Democratization Department during the Directorโs absence; Is responsible for the management of the Media Section (MS) portfolio of promoting and strengthening media pluralism and freedom of media, directly supervising five staff members; Is responsible for the identification, design, implementation and evaluation of projects in accordance with departmental and Mission strategies, and OSCE rules and regulations; Providing strategic direction for the MS portfolio on strengthening media institutions such as the Independent Media Commission, Press Council of Kosovo, Kosovo Media Institute, the public broadcaster, as well as Associations of Journalists: Proactively providing input and advice to the Department's senior management on all media related issues; Overseing and ensuring quality implementation of projects including budget supervision; Providing relevant written and verbal communication, such as: analytical reports, presentations, briefing notes etc. Liaising with local and international stakeholders as well as regional media institutions; Providing advice on good European practices regarding media legislation and developments, and advice to the Director and the Head of Mission on wider media issues; Performing other duties as assigned.
