2. Purpose of Special Services Agreement
Fournir un appui logistique et de transport au Programme Polio/IVD (OMS RDC), notamment pour la planification et la mise en œuvre des activités d’éradication de la poliomyélite (supervisions, campagnes de vaccination, surveillance, transport de matériels et documents), tout en assurant la disponibilité, la sécurité et le bon entretien des véhicules officiels de l’OMS.
3. Background
Le Programme Polio/IVD en République Démocratique du Congo soutient les autorités sanitaires dans l’éradication de la poliomyélite et le renforcement de la vaccination. Les activités comprennent la surveillance de la PFA, la préparation et la conduite des activités de vaccination supplémentaires (AVS), le suivi opérationnel sur le terrain et l’appui logistique aux équipes. La mobilité est un facteur déterminant pour atteindre les cibles opérationnelles et assurer la qualité des interventions.
4. Deliverables
Sous la supervision directe de l’Administrateur chargé des Opérations (AO) et la supervision technique du TL Polio/IVD, le titulaire devra:
Conduire les véhicules officiels de l’OMS et assurer le transport sécurisé du personnel autorisé, des documents, matériels et, le cas échéant, des équipements utilisés pour les activités Polio/IVD.Appuyer la logistique des AVS/supervisions : mise à disposition des moyens de transport, respect des itinéraires, ponctualité et coordination avec les équipes terrain.Contribuer au transfert des échantillons et matériels selon les procédures en vigueur et les consignes de sécurité (emballage, traçabilité, remise à l’agent habilité).Assurer l’entretien quotidien du véhicule (niveaux, pneus, propreté, réparations mineures) et signaler sans délai toute anomalie ; planifier les maintenances avec le parc auto.Tenir à jour les documents du véhicule : carnet de bord, fiches missions, consommations de carburant, historiques d’entretien.Appliquer strictement le Code de la route, les règles de sécurité, les SOPs OMS (sécurité, PSEA, intégrité) et les directives de l’AO.Accueillir/assister les missions (aéroport, hôtels, sites de réunions), livrer/récupérer le courrier et accomplir toute autre tâche connexe demandée.Livrables attendus

Educational Qualifications:
Essential: Niveau d’études secondaires avec un permis de conduire toutes catégories.
Desirable: Une formation en mécanique automobile serait un atout.
Experience:
Essential: Minimum 2 ans d’expérience avérée comme chauffeur; bonne connaissance de la circulation à Kinshasa et des itinéraires.
Desirable: Expérience avec une agence du Système des Nations Unies / ONG; appui à des campagnes de vaccination.
Skills/Knowledge:
Essential:
Connaissance du Code de la route, des règles de sécurité et de l’entretien de base d’un véhicule.Capacité à détecter les pannes courantes et effectuer de petites réparations ;Capacité à lire et suivre des instructions en français ;Sens de l’organisation, ponctualité, discrétion et intégrité (PSEA).
