Work LocationRemote/Paris, France Expected duration12 months Duties and ResponsibilitiesThe UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information about the Global Methane Pledge is here: www.globalmethanepledge.org The United Nations Environment Programme (UNEP) hosts the Secretariat at the Industry & Economy Division in Paris, France. ** CCAC Technology and Economic Assessment Panel (CCAC-TEAP) ** The CCAC Technology and Economic Assessment Panel (CCAC-TEAP) on super pollutants (including methane, black carbon, HFCs, tropospheric ozone, nitrous oxide) will identify and assess proven and scalable best practices and technologies available to achieve super pollutant mitigation targets and list mitigation and removal technologies that can be commercialized in the short to mid-term (1 to 3 years) and the mid- to longer term (4 to 5 years), while evaluating associated costs, economic viability, market readiness, and potential barriers to rapid deployment. The Panel will issue reports with detailed recommendations and provide regular updates to reflect emerging development on best practices and technologies in each sector. This will be closely aligned with the findings from the CCACโ€™s Scientific Advisory Panel (SAP) assessments to ensure a robust scientific foundation and coherence across the CCAC workstreams. In collaboration with the CCAC Hubs and Secretariat, the Panel will also promote the exchange and implementation of effective technologies and practices for super pollutant mitigation and removal. To enhance impact, it will focus on aligning with high-priority, country-specific opportunities in developing countries by targeting solutions with strong political relevance and high potential for scale up. In addition to its core function, the Panel will include a high-level component, with a specific focus on supporting implementation at scale. Under this component, CCAC will convene a high-level session with selected experts to identify and help remove key obstacles to delivery, with a particular emphasis on mobilizing financing and enhancing private sector engagement. After a pilot phase, the TEAP structure and process needs to be developed. The CCAC-TEAP Manager will: support the CCAC-TEAP Co-Chairs (currently Ireland and Senegal), convene the Panel and High Level Delivery Group; coordinate and ensure delivery of individual CCAC-TEAP reports in close cooperation with the relevant sector Hub leads and coordinators as well as increasing private sector engagement and outreach to the finance community; ensure that CCAC-TEAP is integrated across CCAC workstreams; strategic communications and advocacy, and, contribute to other CCAC Secretariat teamwork / efforts. The Manager will ensure visibility and uptake of CCAC-TEAP reports and findings by coordinating communications and advocacy efforts targeting governments, technical experts, private sector stakeholders, and targeted audiences to support broader awareness, scale-up, and financing of super pollutant mitigation solutions. Works Assignment 1- Support CCAC-TEAP Co-Chairs, Panel members and High Level Delivery Group -Liaise closely with Co-Chairs through regular meetings, ensuring that progress is made -Develop draft strategies and ideas and share them with Co-Chairs, Panel, and High Level Delivery Group -Track and suggest updates and improvements to the CCAC-TEAP structure and operations (as set out in the CCAC-TEAP Terms of Reference, approved by the CCAC Board) -Proactively identify innovative technologies, including through exchanges with sector experts (incl. CCAC Hubs) and impact investors โ€“ as well as in discussions with the CCAC Secretariat science team and Scientific Advisory Panel -Ensure Co-Chair approval of all related decisions -Support fundraising efforts for CCAC-TEAP in close coordination with Secretariat colleagues and Co-Chairs 2- Coordinate and ensure delivery of CCAC-TEAP reports -Develop annual work plans and schedules for CCAC-TEAP activities and reports, track budget -Identify and engage experts and other partners to deliver CCAC-TEAP reports -Ensure CCAC sectoral Hub co-leads are engaged in strategy and drafting of relevant reports -Review reports and make proposals on how to strengthen their legitimacy and ensure engagement and adoption by key stakeholders (governments, technical experts, etc) -Pursue private sector engagement for CCAC-TEAP reports, especially to identify business models and scale-up costs -Ensure that CCAC-TEAP report tease out finance opportunities by working with IFIs and MDBs to ensure uptake of covered technologies 3- Ensure CCAC-TEAP is integrated across CCAC workstreams -Proactively ensure that there are linkages with CCAC-TEAP delivery and the new CCAC Country Programme -Proactively share information and engage with relevant CCAC Hubs and the CCAC Scientific Advisory Panel (SAP) on proposals and ideas for new CCAC-TEAP reports -Organise webinars and communications to disseminate CCAC-TEAP reports via Hubs -Connect CCAC-TEAP reports to CCAC project funding so that documented solutions are then implemented on-the-ground - Prepare targeted briefings, and dissemination campaigns. Targeted communication materials for production of briefs, summaries, visuals, digital content. - Coordinate advocacy with CCAC Secretariat and partners to support implementation and awareness of report findings. - Support high-level communications for the High-Level Delivery Group and visibility in international fora. 4- Contribute to other CCAC Secretariat teamwork / efforts Qualifications/special skills- Advanced university degree in economics, environment, climate change, air pollution and/or policy or programming, is required. - A minimum of 5 years of professional experience related to climate change, air quality, super pollutants or environmental economics is required. - Project management experience is required. - Knowledge of air quality, climate change science/policy and sustainable development issues and how they relate to the sector is required. - Experience with delivery of technical reports through a multi-stakeholder process is desirable. - Knowledge of the Montreal Protocol TEAP and its operations is highly desirable. - Experience working with IFIs/MDBs or impact investors is highly desirable. - Experience with partnership approaches is desirable. - Experience in the UN system organizations and/or a developing country is desirable.
