Work LocationRemote Expected duration6 months Duties and ResponsibilitiesThe Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Central African Republic joined the Climate and Clean Air Coalition in 2013 to raise national awareness about the dangerous impacts of short-lived climate pollutants (SLCPs) and strengthen its SLCP mitigation activities. Represented by the Ministry of Environment and Sustainable Development, the country recognizes the dangers of climate change and air pollution to its people and economy and has worked extensively with the Coalitionโ€™s Supporting National Planning (SNAP) Initiative since 2018 to build integrated emission inventories and increase capacity to mitigate SLCPs. This work is paving the way for informed policy making and emission reduction strategies that will ultimately result in direct in-country benefits such as improved health and economic growth. The country is also involved in the Coalitionโ€™s Municipal Solid Waste Hub and is looking to address other key sources of SLCP emissions, including forest and bush fires, agricultural opening burning, and cooling. Central African Republic has expressly reaffirmed their existing political will through the Ministry of Environment and Sustainable Development to address methane to meet its climate commitments. For this purpose, CAR, through the Ministry of Environment and Sustainable Development, has requested expert assistance on assessing the methane emissions from the waste sector in the city of Bangui. The CCAC is therefore seeking a municipal solid waste management expert to assess the methane emissions generated from the waste sector in the city of Bangui, including its 11 departments, propose mitigation options to reduce the waste methane emissions and provide recommendations for sustainable waste management practices. The assessment would include quantification of waste, waste composition, quantification of methane and other SLCP emissions. The Consultant will work in close collaboration with the CCAC Secretariat team and focal points at the Ministry of Environment and Sustainable Development to develop the assessment of the methane emissions from the waste sector of the city of Bangui, along with proposed mitigation options and recommendations to improve waste management practices. Output expectations: 1. Assessment of the technical aspects of the current waste management of the city of Bangui, including its 11 departments using UN Habitatโ€™s Waste Wise City Tool. The assessment will be based on primary and secondary research. The assessment will include information on waste generation, characterization, and future trends. 2. Assessment of the non-technical aspects of the current waste management of the city of Bangui, including regulatory, financing, and planning. The assessment will be based on primary and secondary research. 3. Based on technical waste assessment, calculate the SLCPs of the city of Bangui. 4. Based on both assessments, development of a roadmap with waste methane mitigation options that are locally appropriate and could be replicated in other cities of Central African Republic. 5. Estimation of future waste SLCPs emission scenarios, including the business as usual (BAU) scenario and scenarios based on recommended waste mitigation options to reduce methane. Qualifications/special skillsAt least an undergraduate university degree in environment science, management, and policy or related area. - Demonstrated ability to provide technical assistance to governments and other stakeholders is required. - Ten or more years of experience in waste management in cities is required. - Ability to work effectively with multiple stakeholder groups including national, regional, and local governments is required. - Excellent communication skills (written and oral presentations) is required. - A good understanding of short-lived climate pollutants, climate change and air pollution issues in Central Africa Republic is desirable - A thorough understanding of all aspects of waste management, including regulatory, planning, financing, informal sector, policy development, among others. - Ability to work with advanced formulas in Excel spreadsheet.
