Supporting the national consultant with the definition of a methane roadmap adapted to Azerbaijanโs livestock subโsector based on the inputs provided by the Ministry of Agriculture, Ministry of Ecology and Natural Resources and other stakeholders from the sector. The roadmap can be guided by the CCAC M-RAP Methane Roadmap template and its five building blocks. The methane roadmap should integrate input from relevant stakeholders from different sectors. 2. Provide in-depth sector (livestock expertise) to the preparation of National Methane Roadmap findings, especially on data collection and MRV challenges, for presentation to the government of Azerbaijan. The roadmap should demonstrate alignment with NDC, climate policies, and key sectors. 3. Recommendations for the inclusion of agricultural methane in the next round of Azerbaijanโs NDC and/or implementation plan. Work LocationRemote Expected duration8 months Duties and ResponsibilitiesThe Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs, and tropospheric ozone. Participating in the Global Methane Pledge, Azerbaijan has made a voluntary commitment towards the objective to reduce global methane emissions by 30% by 2030 compared to 2020 levels and have its impact across the Caucasus Region and supporting collective climate goals. We are now seeking one International Methane Planning Expert for the agriculture sector, collaborating with the Government of Azerbaijan to develop a methane reduction roadmap for the agriculture (livestock sub-sector) sector in close collaboration with the Government of Azerbaijan and a national consultant. KEY RESPONSIBILITIES This consultancy will focus on methane mitigation in the agriculture sector, targeting emissions from livestock and manure management in Azerbaijan, with specific reference to the region's broader climate objectives. Key responsibilities include: 1. Collaborating with Azerbaijan's Ministry of Agriculture, Ministry of Environment and other relevant ministries to collect and analyze methane emissions data. 2. Developing a methane reduction roadmap tailored to the agricultural sector. 3. Facilitate at least 1 online capacity building session to engage stakeholders and share actionable solutions with the support of the National Consultant. 4. Provide preliminary recommendations to inform the Government of Azerbaijanโs preparation of the next round of NDC enhancement and related national climate and agricultural policies. The consultancy will aim to achieve the following outcomes: 1. The Azerbaijani government endorses a comprehensive methane reduction roadmap for the agricultural sector. 2. The Azerbaijani government adopts the recommendations from the methane roadmap for the next round of NDC enhancement. and relevant sectoral policies. Outputs: 1. Stakeholder engagement plan, mapping, and detailed consultation meeting reports. 2. A summary of methane emissions data, including gaps and opportunities for enhancement. 3. Draft and final versions of the methane reduction roadmap. 4. Recommendations for integrating methane mitigation strategies into national and regional policies. 5. Periodic progress reports tracking advancements and addressing emerging challenges. 6. Event documentation, including materials for announcements, website updates, and social media engagement. Periodic report should include: (a) Technical inputs and recommendations generated in the period. (b) The dialogue supports, inputs, comments, and agreements that emerged from the cross-sectoral discussions and dialogues. (c) Summary of the technical agreements on the definition of the methodology. Qualifications/special skillsAdvanced university degree (masterโs degree or equivalent) in agricultural/livestock sciences environmental sciences, environmental engineering, or a related field is required. A first university degree in combination with two additional years of qualifying experience may be accepted instead of the advanced degree. - At least four years of professional experience in a field relevant to agricultural greenhouse gas mitigation, national agricultural emissions inventories, and climate policy is required. - Excellent written and spoken communication skills and the capacity to establish productive relationships with stakeholders is required. - Experience working on methane mitigation in the livestock sector is desirable, including supporting or developing national climate strategies, methane roadmaps, or MRV frameworks. - Experience in agricultural or environmental public policy in Azerbaijan or Central Asia is desirable. - A good knowledge of the national context of Azerbaijan and experience in environmental public policy in Azerbaijan is desirable. - Experience in multi-stakeholder engagement and working with government authorities in Central Asia is desirable. - A good understanding of GHG dynamics, short-lived climate pollutants, and livestock production in Azerbaijan is desirable.
