Category B consultancy for an international expert (that will work in close coordination with IOM Protection Team in Chisinau and representatives of the General Inspectorate of Border Police) to:

ย 

โ€ข ย ย ย ย  develop the training curriculum of 1/2 day for Border Police officials ensuring that the training material corresponds to the needs of the target group and in line with the international and national legal frameworks on prevention and combating trafficking in human beings and referral and assistance of victims of crime;ย 

โ€ข ย ย ย ย  facilitate (in pair with national experts) a series of trainings for 16 groups for a total of 320 Border Police inspectors from Border Checking Points (20 persons per group day) in Ungheni, Cahul, Edinet and Stefan Voda, ensuring that the needs of the participants are met;

โ€ข ย ย ย ย  ย produce a report on the conducted training for the first-line inspectors indicating the evaluation of the participants knowledge improvement.

Period - 25 July-3 August
Preparation of Training Material and Curriculum including Concept Note, Agenda, Power Point presentations and bilateral meetings for the first-line inspectors of BCPsย ย ย ย

Facilitation and delivery of trainings to 20 groups of Border Police inspectors ย ย ย ย

Reporting on the training for first-line BP inspectors ย ย ย ย 

Expected deliverables:
a) By 3 August 2025 - A training curriculum including background information, Power Point presentations, training notes and any additional accompanying material and documentation, evaluation forms, exercises and case studies on the training for first-line border police inspectors;

b) By 25 August 2025 - Report of the consultancy on the conducted training for first line border police inspectors, including information and notes on training sessions, lists of participants and knowledge participations and relevant capacity building recommendation

Masterโ€™s degree in Political or Social Sciences, Law, International Relations, or a related field from an accredited academic institution, with a minimum of five years of relevant professional experience;
or A university degree in the above-mentioned fields, with at least seven years of relevant professional experience.

Professional Experience

Minimum of seven years of proven experience in the field of combating trafficking in persons. At least five years of experience in management roles within national or international law enforcement (LE) structures, with demonstrated expertise in police investigative procedures and referral pathways. In-depth knowledge of international and national counter-trafficking frameworks, legislation, and standards, particularly those related to the investigation and identification of victims of trafficking. Strong analytical and writing skills, with experience in developing counter-trafficking training materials for law enforcement officers (LEOs), migration officials, and other relevant actors working directly with victims or potential victims of trafficking, especially in the context of cross-border operations. Demonstrated ability to deliver technical trainings to diverse audiences, including familiarity with adult learning principles and methodologies for coaching and mentoring, both in-person and remotely. Sound knowledge of international and internal migration dynamics in Moldova and the broader region, including trafficking-related risks and protection needs. Experience working with Ukrainian refugees or displaced populations, with a clear understanding of the specific vulnerabilities to trafficking and exploitation they may face, as well as approaches to protection and referral. Experience working within or in close collaboration with international organizations, particularly United Nations (UN) agencies, is considered a strong asset.

Languages

Fluency in both English and Romanian is required.

Travel required
